【摘要】 在向社会主义市场经济转型的过程中,我国就业格局也从计划经济时期单一的正规就业向市场经济条件下的多种就业方式转变。在这一转变过程中,各种灵活就业方式应运而生,并迅速扩大,灵活就业人员随之急剧增加。但是,另一方面,我国的社会医疗保障体系却未能顺应这一转变而调整,目前为止,我国还尚未出台针对灵活就业人员基本医疗保险的法律法规。因此,将灵活就业人员纳入到我国医疗保障体系中就成为当前一个非常紧要的议题。本文分为四章:第一章对灵活就业及灵活就业人员这两个尚未达成共识的概念进行了界定和梳理。第二章通过分析我国现行医疗保障体系,认为将灵活就业人员纳入我国医疗保障体系并出台相关医疗保险制度十分必要,进而从实然的角度考察了我国现行的灵活就业人员基本医疗保险制度,并总结其不足。第三章采用定性研究和定量研究相结合的方法,通过发放问卷、实地走访、电话访谈等方式,对湖南省桃源县灵活就业人员医疗保险问题进行了深入调查。在此基础上,从公共政策学的角度出发,对桃源县灵活就业人员的基本情况及其参加基本医疗保险的种种问题进行分析,进而对这一制度的运行情况进行政策评价,从整体和细节两个层面提出自己的思考。最后一章在上述研究的基础上,从基本思路、运行环境、筹资渠道和具体制度设计四个方面提出关于完善灵活就业人员基本医疗保险制度的建议。更多还原

【Abstract】 During the process when our country is changing into the socialist market economy, the employment pattern gradually changed into the informal employment primarily under the market economy condition from the only regular employment primarily under the planned economy time. Because of the changing process, various informal employment methods arise at the historic moment with quick extension, and the informal employees also increased fast. On the other hand, the Country Medical Security System in our country is still the same without any adjustment to the transform. There is any Informal Employee Fundamental Medical Insurance come into existence till now. So it is urgent to bring the most informal employees into the Country Medical Security System.There are 4 chapters in this thesis: in the first chapter, it is defined 2 concepts "informal employment" and "informal employee" which are still not to accomplish common sense yet. In the second chapter, to analyze the current Country Fundamental Medical Insurance, it is considered the importance to bring the informal employees into the Fundamental Medical Insurance and set some related institution of law, and then explore the current Informal Employee Fundamental Medical Insurance in our country from the practical aspect and summarize the deficiencies. In the third chapter, combined the qualitative investigation and quantitative investigation, make use of giving out questionnaires, face to face interviews and telephone interviews etc, check into the Informal Employee Fundamental Insurance problem of Hunan province Taoyuan country. On this foundation, to analyze the situations and kinds of problems as well as giving policy assessment from the overall and details view. In the last chapter, to propose suggestions about how to complete the Informal Employee Fundamental Medical Insurance from main thought, operation environment, fundraising channels and definite institution design 4 aspects.更多还原
