【摘要】 本文是以临澧县QS村红十字会为个案进行的公众参与实证研究,主要运用问卷调查和访谈的方式收集第一手资料。通过考察农村居民对村红十字会组织的了解程度及参与该组织的现实态度等问题,分析了影响公众参与公益性民间组织的因素。最后从制度和机制两个层面对构建一个有利于公众参与的组织平台做了一番尝试。本文共分四个部分:引言、第一章和第二章为第一部分,阐明了研究问题的背景,回顾了相关研究状况;阐述了本研究的研究内容,研究方法及样本村的基本情况。第三章为第二部分,描述和分析了农村居民对村红十字会组织的参与现状,包括对农村红十字会的认知状况,对参与组织的现实态度及参与的特点等几个方面。第四章为第三部分,从组织本身、公众自身及社会环境等三个方面分析了公益性民间组织中公众参与的影响因素。第五章为第四部分,从制度及机制两个方面来探讨如何构建一个有利于公众参与的组织平台。制度是衡量民间组织组织化程度的重要标准,本部分主要从结构层次和治理层次来设计有利于公众参与的制度;而机制又能保证民间组织的制度化和规范化,本部分还从信息交流、募捐、监督及志愿者管理与激励等方面来完善公益性民间组织的机制。更多还原

【Abstract】 This essay is a substantial evidence research for public participation with the rural Red Cross of QS village in Linli County as example, based on the first-hand data and documents observed by questionnaries as well as interviews. Through inspecting rural residents’ understanding level to Red Cross and realistic attitude to participating Red Cross, this essay analyzes factors influencing public participation in non-profit organizations. At last, this essay tries to build a conducive platform for public participation in non-profit organizations from the system and the mechanism. This essay is divided into four parts.The introduction, chapter 1 and chapter 2 are the first part. This part explicates the background of this research, recalls the related research condition, and elaborates contents and methods of this research, also the basic situation of the village of the sample.Chapter 3 is the second part. This part describes the current status of participation in Red Cross of QS village residents, including the cognition of rural Red Cross, realistic attitude to participation in this non-profit organization and participation characteristics, etc.Chapter 4 is the third part. This part analyses the factors to influence of public participation in non-profit organizations from the aspects of organization itself, the public own and the social environment.Chapter 5 is the fourth part. This part mainly discusses how to build a conducive platform for public participation from the system and mechanism. The system is an important standard to measure the systemization degree. This part complies with structure arrangements and management arrangements to design the system that is conducive to public participation; And the mechanism can ensure the institutionalization and standardization of NGOs, this part also tries to perfect the mechanism of non-profit organizations from the exchange of information, fund donation, supervision, management and encouragement of volunteers and so on.更多还原
