【摘要】 2007年3月8日,胡锦涛总书记在参加十届全国人大五次会议重庆代表团的审议时,曾告诫各级干部特别是领导干部:“要进一步增强节俭意识,始终发扬艰苦奋斗的精神,团结和带领广大群众夺取改革开放和社会主义现代化建设的新胜利。”党的“十七”大报告进一步指出:“倡导勤俭节约、勤俭办一切事业,反对奢侈浪费,全党同志特别是领导干部都要讲党性、重品行、作表率。”由此可见,如何加强领导干部的节俭意识教育,乃是推进社会主义和谐社会建设进程中面临的一个亟待解决的重要现实课题。研究领导干部节俭意识教育,具有重要的理论与现实意义。从理论意义来看,本研究将有利于开辟思想政治教育的新领域,丰富思想政治教育学科的理论宝库;从现实意义来看,本研究探讨了进行领导干部节俭意识教育的基本原则、重要方法以及主要途径,这就将有利于增强节俭意识教育的针对性、主动性和实效性,从而有利于推动党的作风建设。本研究运用思想政治教育学科的基本理论、采用定性与定量相结合的研究方法,对领导干部节俭意识教育这一问题进行了较为系统地研究。本文由引言、正文和结语三个部分构成。正文包括四章内容。第一章主要分析了加强领导干部节俭意识教育的必要性。本文认为,加强领导干部节俭意识教育,既是增强领导干部节俭意识的现实呼唤,又是发扬党的优良传统的内在要求,也是推进执政党作风建设的客观需要。第二章主要探讨领导干部节俭意识教育的基本原则。本文认为,开展领导干部节俭意识教育,要坚持方向性、民主平等、实事求是和激励导向四条基本原则。第三章主要探讨领导干部节俭意识教育的重要方法。本文认为,开展领导干部节俭意识教育,要运用价值导向法、实践提升法、对症下药法与榜样示范法等四种重要方法。第四章主要探讨了领导干部节俭意识教育的主要途径。本文认为,开展领导干部节俭意识教育的主要途径有三条:一是加强环境建设,培育节俭文化;二是重视自我教育,增强“三种”意识;三是强化制度建设,完善监督机制。更多还原

【Abstract】 On March 8, 2007, when attending Chongqing delegation’s deliberation of the 5th National People’s Congress meeting, Hu Jintao warned all levels of staff especially leadership staff : "We should strengthen thrifty consciousness further, always develop the spirit of hard struggle and unite the masses to seize a new victory of reform and open and socialism modernization construction." The report of the 17th National People’s Congress meeting further pointed out: "Initiating diligence and thrift, being diligent to dealing with the whole business and objecting to extravagant waste, the whole party comrade especially leaders must speak a party, emphasis on personal conduct and set an example." Showed from this, how to strengthen the thrifty consciousness of leadership staff education is a graveness reality topic during the course of pushing forward by socialism harmony society construction.Studying the consciousness education of the leading cadre has important ideological and practical significance. From ideological significance, this study is beneficial to opening up a new field of ideological and political education, enriching the theory of the ideological and political education discipline; From practical significance, this study discusses basic principles , main methods and main ways, which will be beneficial to focus, initiative and actual effect on strengthening the education of the thrift consciousness, thereby be beneficial to driving the construction of the Party’s style .Basing on ideological and political education theory, this research combines qualitative and quantitative analysis and has done a systematic research. The main body of this article includes three parts: preface , text and conclusion. The body includes four chapter: The first chapter analysis the necessity of reinforcing thrift consciousness of leading cadre education: a reality call of reinforcing the thrift consciousness education of the leading cadre, an inside request of developing the party’s good tradition and the objective need in pushing forward the party’s work style building. The second chapter mainly discusses the basic principles of the thrift consciousness of the leading cadre. It holds that reinforcing the thrift consciousness education of the leading cadre, we should insist directive, democracy and equal, practical and realistic , and encouragement direction principles. The third chapter mainly discusses the important methods: value direction method, practice promoting method, prescribing medicine for specific ailment method and model demonstration method. The fourth chapter mainly discusses the main ways: strengthening environment construction, cultivating thrift culture; valuing ego education, strengthening three kinds of consciousness; enhancing system construction, perfecting direct mechanism.更多还原
