中国参与区域经济一体化的对策研究

【摘要】 作为一个发展中的大国,积极参与经济区域一体化进程已经成为当前中国经济与世界经济接轨的必然选择。如何充分利用当前有利的战略机遇期,利用和依托区域经济一体化的力量,迅速在区域经济集团中充分发挥作用,最终成为能够促使中国在世界经济舞台上扬长避短是本论文研究的出发点。论文通过对区域经济一体化发展理论的回顾,在总结区域一体化发展的模式的基础上,选择了南北型和南南型的典型APEC和ASEAN分析其各自的利弊,在此基础上就中国参与不同类型的区域经济一体化的利弊进行了较为全面的分析论证,对中国参与区域一体化的对策做出了一些理论思考。中国积极参与区域经济一体化,能够为中国进一步深化改革、扩大开放,为自身发展赢得一个良好的对外政治生态环境;有助于中国树立和平发展、负责任的大国形象;有利于遏制“台独”“藏独”分裂势力的发展;有利于提高维护国家经济安全的能力;有利于提高我国在国际分工中的地位,更好的贯彻国家的“走出去”战略。根据地缘政治依存度和地缘经济互补性强弱,可将中国参与区域经济一体化的基本格局分成四大圈层。第一是包括港、澳、台在内的大中华经济核心圈。第二圈层与中国的互补性最强,最为有利的“10+1”中国-东盟自由贸易区经济圈、东北亚区域一体化构想的东北亚经济圈、APEC亚太经济圈、上海合作组织经济圈。第三圈层:与中国的互补性次强,地缘、人文优势条件良好。范围大体包括南亚经济圈、欧盟经济圈、西亚经济圈。第四圈层:与中国的互补性弱,地缘、人文优势条件一般,范围大体包括中东、非洲、拉美等。这样的圈层设计的模式有助于实现中国的经济战略意图,有利于构筑以中国自身为核心的区域经济一体化战略,同时还将有利于推动周边区域经济合作的进程,最终营造良好的外部崛起条件。更多还原

【Abstract】 As the biggest developmenting country, participat in the economic region integration process is the wise choice for Chinese economy to go along with the world economics trail inevitably. How to use the current advantageous strategic opportunity fully, how to join regional economies group and display function rapidly, how to use and depend on the regional economies integration’s strength, can urge China to enhance strong points and avoid weaknesses in the world economics stage is the starting point of the dissertation.By review of the regional economies integration development theory’s, summarizes the region integration development pattern, The dissertation chose the north -south and south -south model APEC and ASEAN carry on comparative analysis its respective advantages, based on this participated in the different type for China’regional economies integration advantages carrying on more comprehensive analysis proof, participated in the region integration to Chinese counterplans making certain theory ponder.According to the geography economical degree of dependency and the economical complementarity the opportunity and the weak, China’s International district of economy integration policy pattern can be make into four levels. The first economical core circle includes Hong Kong, Macao ,Taiwan China and the mainland. The second level and China’s complementarity is the strongest, most advantageous China - ASEAN Free Trade Area economic cycle, Northeast Asia economic cycle, APEC economic cycle, Shanghai Cooperation Organization’s economic cycle. The third level: With China’s complementarity inferior, the geography, the humanities superiority condition is good. The scope includes the South Asian economic cycle, the EU economic cycle, the West Asia economic cycle etc.. The fourth level: Is weak with China’s complementarity, the geography, the humanities superiority condition is ordinary. The scope includes the Middle East, Africa, Latin American and so on. Such circle level design’s is helpful to realizes China’s economic strategy intention, advantageous in the construction take Chinese oneself as the core regional economies integration strategy, meanwhile will be advantageous to the impetus peripheral regional economic cooperation advancement, builds good exterior to rise finally the condition.更多还原
