【摘要】 国内外防震减灾经验表明,通过立法加强建设工程的抗震设防能够有效降低和减轻地震灾害损失。1998年3月1日颁布实施的《中华人民共和国防震减灾法》,是我国第一部规范防震减灾行为的法律,它赋予了地震部门进行抗震设防管理职能,突破了原有的建设工程管理模式。改革开放以来,常州经济建设得到了巨大的发展,综合经济实力明显增强,人民的生活水平日益提高,开展好建设抗震设防管理显得尤为重要和迫切。本文将以建设工程抗震设防为特定对象,运用行政管理和行政法的相关理论对常州市抗震设防管理进行研究。全面梳理了常州抗震设防管理现状以及存在的问题,针对管理的弊病和出现的问题,提出抗震设防管理的几点建议。我们认为,加强立法建设与依法行政、加强抗震设防管理的宣传教育力度、加大对抗震设防基础的投入、推进农村安居工程建设是解决抗震设防问题、健全抗震设防管理体系的基本对策。更多还原

【Abstract】 Experience of taking precautions to reduce damages caused by earthquake at home and abroad shows earthquake proof of strengthening project constrction by legislative can bring down effectively and relieve loss caused by earthquake disaster. The Law of taking precautions to reduce damages caused by earthquake Of The People’s Republic of China published on March 1, in 1998 is first law that specified action of taking precautions to reduce damages caused by earthquake. It gives earthquake branch management function to fulfill take precautions to reduce damages caused by earthquake. It breaks through original engineering construction management mode. Economic construction of Changzhou has developed greatly since reform and opening-up, the composite economic strength of the city is grew noticeably, the quality of people’s life is improved. Starting management of earthquake proof is bulk. This paper chooses Earthquake proof of engineering construction to be its specific object, using correlation theory of administrative management and administrative law to study management of earthquake proof, sorting out comprehensively the present situation of management and open question, to raise Their management maladies and problems, giving some advice on management of earthquake proof: Through the researching we find ,it is the method of solve the question that tightening up the legal system and administration according to law, strengthening propaganda and education on management of earthquake proof,increasing basis introjection of earthquake proof and forging ahead rural Comfortable Housing Project.更多还原
