国家钢丝绳产品质量监督检验中心建设项目管理研究

【摘要】 论文以国家钢丝绳产品质量监督检验中心建设项目管理实践为基础,阐述了项目管理概念、知识体系结构、管理理论与技术方法,论述了国家钢丝绳产品质量监督检验中心建设实施项目管理的深远意义,探索了在该项目中实施项目管理的基本思路和应用方法,并针对项目管理体系中典型项目管理过程,运用不同知识领域的管理理论和技术方法进行了国家钢丝绳产品质量监督检验中心建设项目管理研究。论文首先介绍了项目管理的具体内容,接着介绍了项目管理的工具和技术,在介绍中西方项目管理发展的前提下,提出了在我国公共管理中引入项目管理的必要性。项目管理包括项目范围管理、项目分解结构、项目组织管理、项目进度管理、项目费用管理、项目质量管理、项目采购管理和项目风险管理等,其中项目范围管理、项目分解结构、项目组织管理、项目进度管理和项目成本管理是本论文重点讨论的部分。论文采用项目管理经典模式与最新前沿理论相结合的系统分析方法,对国家钢丝绳产品质量监督检验中心建设项目的范围管理、组织管理、进度管理和成本管理等诸要素进行了优化分析,重点研究了基于WBS进度管理、挣值法成本控制等行之有效的、符合项目实际的项目管理技术方法,并在项目管理实践中不断完善和发展,实现了从理论研究到实践应用的转化过程。

【Abstract】 On the basis of the project management practice of the construction of the State Steel Wire Rope Product Quality Supervision and Inspection Centre, this article expounds project management concept, knowledge system structure together with management theories and technology methods. It discourses on the profound significance of carrying out the project management of the State Steel Wire Rope Product Quality Supervision and Inspection Centre construction. It probes into basic trains of thought and applying methods in putting into practice the project management. Meanwhile, directed at the typical project management process of the project management system, it does research into the project management of the construction of the State Steel Wire Rope Product Quality Supervision and Inspection Centre with management theories and technology methods of various knowledge domains.This article firstly introduces the concrete content of project management. Afterwards it introduces the tools and technology of project management. Under the presupposition of the introduction of the development of Chinese and Western project management, the necessity is put forward of leading project management into public management in our country. Project management includes project domain management, project breakdown structure, project organization management, project progress management, project cost management, project quality management, project purchase management and project risk management. This article lays emphasis on project domain management, project breakdown structure, project organization management, project progress management and project cost management. By way of systematic analyses method of project management classic modes and the latest modern theories, optimum analyses are done to such factors like domain management, organization management, time management and cost management of the project management of the construction of the State Steel Wire Rope Product Quality Supervision and Inspection Centre. Effective and practical project management technology methods are mainly studied on basis of WBS progress management and earned value investment controlling. In the course of project management practice, the technology methods are kept perfecting and developing to realize the transferring process from theoretic study to practical application.
