行政领导者不称职问题探析

【摘要】 进入新世纪,随着我国改革开放的不断深入,尤其是在党的十六大、十七大胜利召开之后,我国进入前所未有的经济社会高速发展阶段。社会的发展要求政府的能力与之适应。作为政府在行政管理活动中的代表——行政领导者深刻影响着政府对公共权力的行使和对公共利益的追求。可是,现阶段,相当一部分行政领导者不称职已经是个不争的事实。本文从科学发展观,以人为本的理念出发,以马克思主义基本原理、毛泽东思想、邓小平理论和“三个代表”重要思想为基础,在我国建立责任政府的前提下,从人事管理中,人事匹配的视角对“行政领导者不称职”这一现象进行了理论与现实的深层次的挖掘与研究。本文从行政领导者不称职的现实表现出发,对其可能造成的危害进行了分析,并从行政领导者自身、我国现有行政领导制度设计和制度执行以及社会心理因素等方面分析了造成当前我国许多行政领导者不称职这一现象的原因,进而从理念、制度、程序、方法等方面探讨了解决行政领导者不称职问题的对策,以期对我国今后人事制度改革提供借鉴。

【Abstract】 In the new century, along with the deepening of our country’s reform and opening-up, particularly after the successful openings of the sixteenth and the seventeenth National People’s Congress, our country have got into a unprecedented new stage ,in which economic and society are developing in high speed. In order to coordinate with the development of society, our government should improve its capacity. What the administrative leaders do and say will deeply influence the government’s exercising of public power and pursuing of public interests, because they are the representative of the government. But, nowadays, it is a fact that there are a great number of administrative leaders who are proved to be incompetent.This text draws up from the scientific outlook on development and people oriented idea, and is based on the theory of Marxism Philosophy, Mao Zedong Thought, Deng Xiaoping Theory and the Important Thought of Three Represents . In the condition of building a government of accountability, in order to improve the match between civil servant and its position , this text discusses the phenomenon of incompetent of administrative leaders from the perspectives of theory and reality. It begins with the performance of incompetent of administrative leaders in work, and then analyses their possible effect. After these, it analyses the reason why there are so many administrative leaders who are incompetent. It may include four aspects ,they are: the design of the system of administrate leadership , the operation of the system of administration leadership, the administrative leaders themselves and the mental minds of society .At last, the author suggests some countermeasures on how to solve this problem from idea、system、procedure and method. In all, the author wants to do some good to our country’s future personnel system reform.
