鄂西北农村未成年人思想道德建设研究

【摘要】 未成年人是祖国未来的建设者,是中国特色社会主义事业的接班人。加强和改进未成年人思想道德建设,不仅关系到亿万家庭的切身利益,更是关系到国家的前途命运。对此,党和国家十分重视。2004年3月,中共中央、国务院制定下发了《关于进一步加强和改进未成年人思想道德建设的若干意见》,并于5月在北京召开了新中国历史上第一次关于未成年人思想道德建设的工作会议,这些都充分表明了党中央对未成年人健康成长的深切关心,凸显了新世纪新阶段加强未成年人思想道德建设的紧迫性和重要性。我国现有18岁以下的未成年人约3.67亿,其中农村未成年人超过三分之二。由于特殊的地域环境和社会经济条件,中国农村(特别是贫困地区农村)的教育观念、教育投入和对思想教育的重视程度比城市落后很多,这也是我国教育中最大的城乡差别。加强和改进农村未成年人思想道德建设,不仅关系到我国农村的人口质量,还会影响国民素质的提高,影响全面建设小康社会战略目标的实现。因此,我们必须站在时代的高度,积极探索全面加强和改进农村未成年人思想道德建设的新思路、新途径,努力使农村未成年人思想道德建设更好地体现时代性,合乎规律性,富于创造性。本文共分为四个部分。导论,旨在阐明本文选题的依据、意义以及本课题的研究思路和研究方法。主要从理论背景和现实状况两个方面凸显出当前农村未成年人思想道德建设研究的必要性。第一部分,从政府领导,环境教育,活动引导,工作考核几方面着手,阐述近几年竹溪县关于加强农村未成年人思想道德建设的一些做法和经验。第二部分,分析竹溪县农村未成年人思想道德建设存在的问题及产生原因。目前存在的主要问题有:学校重智育轻德育,体罚和变相体罚现象普遍,教育腐败现象腐蚀学生心灵;家庭教育存在缺陷,存在“盲区、误区、空白区、污染区”;社会不良环境对未成年人的影响;农村未成年人公益性文化娱乐设施严重短缺,等等。并总结产生这些问题的原因,如在社会多方面因素的冲击下,未成年人易于迷失自我,应试教育下教师与学校德育的诸多问题,家庭教育的主客观方面的种种原因等。第三部分,提出加强和改进农村未成年人思想道德建设的对策。从学校、社会、家庭以及未成年人自身等方面寻找对策,希望通过各方面努力,形成德育合力,共同推进农村未成年人的思想道德建设。

【Abstract】 The minors will be constructors of the motherland future and successors of the cause of socialism with Chinese characteristics. Strengthening and improving the minors’ ideological and moral construction, relates to not only a trillion families’ vital interests, but also the fate of our country. Regarding these, our party and country takes it seriously. In March 2004, The Central Committee of the Communist Party of China and the State Council have issued "Several Suggestions on Further Strengthening and Improving the Ideological and Moral Construction of the Minors". And convened the first working conference about the ideological and moral construction of the Minors in May in Beijing in the new Chinese history .These had indicated fully the Party Central Committee’s sincere care to the minors’ healthy development, and highlighted the importance and urgency of the construction in the new stage of new century.At present, in China the number of those under the age of eighteen is approximately 367 million and the countryside minors surpasses 2/3.As a result of the special region environment and the social economy condition, in the Chinese countryside (specially poor countryside) the education idea, the education investment, and the attention to ideological education fall behind .This is also one of the biggest differences about Chinese education between town and country. Strengthening and improving the minors’ ideological and moral construction, not only relates to the population quality of our country countryside, also affects the enhancement of the national quality and the strategic target realization of completely building a well-off society. Therefore, we must stand at the top of times to explore positively new ideas and new pathways of strengthening and improving the countryside minors’ ideological and moral construction, and try hard to make the construction to manifest the characteristics of the time, to conform with the regularity, and to be rich in the creativity.The article is divided into four parts.Introduction, the part is to expound the basis of this topic, the researching approaches as well as researching pathways. It mainly highlights the necessity of researching the current countryside minors’ ideological and moral construction from the theory background and the realistic condition two aspects. Part one, from the standpoints of government’s leadership, the environmental education and the movement guidance, expounds the performances and effects about strengthening the countryside minors’ ideological and moral construction in Zhuxi County in recent years.Part two analyzes the existing problems and the causing reasons. Current existing problems; school pays more attention to intellectual instruction than moral education; the physical punishment and covert physical punishment phenomenon exist commonly and the education corruption corrodes the students’ heart and soul; family education exists defects, including "blind area, erroneous area, gap area, contaminated area"; social poor surroundings to minors; public welfare and cultural entertainment facility for countryside minors critical are short, and so on. And this part also summaries reasons. Under the influence of the social various factors, the minors easily lose themselves; teachers’ and schools’ moral education exist questions because of exam-oriented education; home education exists subjective and objective reasons, and so on.Part three, proposes some Countermeasures that strengthen and improve the countryside minors’ ideological and moral construction. From the school, the society, the family as well as the minors themselves and other aspects, I hope that we can proper the countryside minors’ ideological and moral construction through various aspects’ efforts.
