【摘要】 人类进入21世纪后,突发事件频频发生,充分显示了人类生存问题的动态复杂性、现实威胁性、解决协作性。面对突发事件,人类必须在有限的时间内采取积极有效的行动,制定切实可行的应急方案措施,从而使突发事件所带来的危害降到最低的水平,最大限度的确保人类的生存利益。因此民族国家在人类社会中的地位及作用是非常突出的,尤其是在突发事件的应对和处理过程中,民族国家或以积极的政府面目或以消极的政府面目扮演自己的行政角色,从而在行政事务的处理过程中或表现为“勤政”或表现为“懒政”,其处理结果必然完全不同。“懒政”是对“政府不作为”表征的一个指称,是相对于“勤政”而言的。“勤政”为民爱民,“懒政”则伤民害民。“勤政”是我国政府所追求的价值旨归的根本保证,“懒政”则是我国政府实现其既定目标的最大破坏性因素,因为要想实现“全心全意为人民服务”的终极目标,政府只能“勤”,不能“懒”。而对于“懒政”现象的消解,内部的规章制度往往无效,需要外部的舆论来实现。新闻媒体则是表达民情、阐述民意、显示民心的最佳方式。新闻媒体作为对“懒政”现象的一支非常重要的批判力量,对政府行为的监督具有可能性和必要性。新闻媒体对政府不作为的监督,可以避免政府机构之间因利益纷争而产生的不作为的消极现象,促进政府积极的公众形象。本文力图通过对“懒政”这个概念的阐述,论述新闻媒体对“政府不作为”行为的监督,完善我国政府行为的监督体系,促进我国和谐社会的构建,从而使我国政府在社会主义现代化建设中更好地履行职责,为人民自由全面的发展提供良好的生存和发展空间。本文首先确定病灶,阐述“懒政”概念,通过对一个具体事例的描述来说明在我国实际的政治、经济、文化、社会生活中大量存在着“懒政”即“政府不作为”的现象并进行分析;其次进行诊断,对政府、政党及政府工作人员进行心理分析,追根溯源,说明“懒政”产生的原因及这种现象的大量存在与新闻媒体对政府不作为的监督职能的缺失有直接的相关性。在一定程度上,是由于新闻媒体的监督职能、监督制度及监督自主性角色的缺失在客观上导致了“懒政”现象的大量出现;最后是治疗,政府不作为的治疗机制包括制度、运行结构、行为规范等一系列相关内容,从机制所包含的这几个方面来分析如何通过新闻媒体的监督来达到消解“懒政”现象,建立“勤政”机制的目的,通过完善新闻媒体对政府不作为的监督机制,推动政府管理改革,帮助政府消除“懒政”。“懒政”的“诊”与“治”是一个漫长的过程,一方面“懒政”会随着时代的发展而以更具有隐蔽性的面目出现在公众的面前;另一方面政府的努力能否在行动上得以表现尚还需要一定的磨合时间,“懒政”还有一定的存在空间。然而,消解“懒政”现象,树立良好的政府形象,服务社会大众是现代社会继续向前发展的必然要求,也是现代政治文明不断进步的应有之义。任何一个政府不管其所服务阶级的属性如何,如果它要想在现代社会中能有立足之地,就必须正视“懒政”的危害性,将消除“懒政”放在一定的高度来对待之,从多方面入手来消解“懒政”,促进自身健康有序地发展。新闻媒体对政府不作为的监督是消解“懒政”的有效方式,在现代社会生活中必将发挥重要的作用。新闻媒体对政府行为的监督只是手段,不是目的,是为了更好的让政府运转,促进政府以全新的面目出现在公众的面前,更好的为公众服务。更多还原

【Abstract】 Since humanbeings entered the 21^stcentury,numerous emergencies happened constantly,which adequately shows survival problems ranging from the complexity of dynamist,threat of reality,coorperation in solution.Facing the emergencies,humans should take effective measures and make feasible emergant programs and solutions,so that makes the harm which is brought by emergencies to the least.So,a country or nation plays an important and prominent role in human society,especially in the process of facing and soluting emergencies,countries play a positive or negtive administrative role in a form of government.Consequently,in the course of solution of government affairs,it acts as diligent administration or sloth administration,and the result must be strikingly different.Compared with diligent way,sloth administration is a designation of administrative omission feature:Diligent administration for the people and loves the people,sloth administration harms and hurts the people."Diligently administration" is the fundamental guarantee for the value pursued by our government," sloth administration" is the the most destructive factor in the process of Chinese Government achieving its stated objectives.In order to achieve "serving the people wholeheartedly" as the ultimate goal,the Government must be diligently but not lazily.As for the resolution of sloth administration,instead of the ineffective internal rules and regulations, external public opinion is needed to achieve.The mass media is the best method in which people could describe their conditions,express their opinions and exhibit popular sentiments.As a very important critical power of phenomenon of sloth administration, The mass media has its necessity and possibility in the supervision of "government act".The Supervision of mass media toward Administrative Omission can avoid negative phenomena due to the disputes for interest between the government agencies,and promote the positive public image.According discribing the concept "sloth administration",this paper discussed the supervision to administration omission by mass media,improved the system of supervision of the behavior to our government act and promoted to the building of a harmonious society in China,so that our government can perform their duties better in the socialist modernization,and provide the people a good living and developing space for their free and comprehensive development.Firstly,this paper identified lesions and described the concept "sloth administration", illustrated great volumes of sloth administration phenomena（administration omission）in the reality of our country’s political,economic,cultural and social life,by description of a specific examples;Secondly,a diagnosis was carried on to give a psychological analysis of officials work for the Government,political parties and other relative plants,tracing back to the source,searching for the reason of sloth administration,and explaining the direct correlation between the broad exist of this phenomenon and the responsibility vacancy of mass media supervision to it.To a certain extent,great administration omission is objectively due to the dificiency of supervisory function, supervision system and the role of autonomy supervision;Finally,there is treatment for that,the mechanism which includes institution,operating structure,a code of conduct and a series of relevant content,and analyzes how the mass media supervision reduce sloth administration phenomenon in these parts contained above,to establish purpose of diligent administration mechanism,and further more,to promote the management reform and help the government eliminate its sloth administration through the improvement of the supervosry system of mass media.It is a slow process to diagnose and treat "sloth administration",on the one hand, "sloth administration" will turn to be a more concealed appear in public with the development of the times,on the other hand,it takes a running-in time to see whether the Government’s efforts effected can been shown in performance,so that a certain space still exists for it.However,resoluting of sloth administration,establishing a good image of the government and serving the community is not only the inevitable demand for continued development in the modern society,but also the proper meaning of progress of the modern political civilization.Regardless of any class Attribute her services,if a goverment tries to open a stretch of foothold in modern society,the danger of "sloth administration" must be faced up, eliminating administrativeomission should be paid considerable attention,to remove it from multi-pronged approach and promote its healthy and orderly development.The mass media supervision is an effective way to dispel sloth administration,which is bound to play an important role in modern social life.The mass media supervision of the government behavior is not an end,but only means of oversight in order to lead a better government operation and promote the new government to appear in public,and better serve the public.更多还原
