【摘要】 信息资源是一种宝贵的财富,被列为21世纪最重要的资源。在信息化飞速发展、信息量爆炸式增长的今天,信息资源的分散与割裂一直是横亘在我国信息化建设道路上的一大障碍,而作为拥有信息资源量占社会信息资源总量80%以上的政府,其“信息孤岛”现象的普遍存在,更是导致政府部门间的信息资源共享困难和协同办公难于实现的的关键原因,严重影响着政府决策的科学性和有效性,为此,加强对信息资源的管理是信息化发展大势所趋和政府自身职能完善的迫切需要。在这样的背景和趋势之下,信息资源整合的概念应运而生。如今,行政管理学界开始重视信息资源整合在政府决策中的应用,而我认为,要很好地发挥信息资源整合在政府决策中的作用,必须综合运用信息管理学和行政管理学的理论知识和方法来进行深入的研究。本文从我国信息资源整合的现实需要出发,在分析信息资源整合的概念、原则及重要意义的基础之上,探讨了政府决策的内涵和基本特性,并就信息资源整合在政府决策主要阶段中的重要作用做了较为深入的探讨。更多还原

【Abstract】 Information Resources is a valuable asset, as the 21st century is the most important resource. The rapid development of information technology, the explosive growth of information today, and information resources has been decentralized and fragmented information that exists in our country on the road to building a major obstacle, but as an information resource accounts with total resources of the information society more than 80% Government,“Information island”phenomenon prevails, as a result of inter-departmental sharing of information resources and difficulties in the coordination office difficult to achieve the key reasons, a serious impact on government decision-making more scientific and effective, this to strengthen the management of information resources is the development trend of information and improve the functions of the Government’s own urgent needs. It was against this background and trends, the concept of integrated information resources have emerged.Today, the administration started to attach importance to academic information resources integration in government decision-making in the application, and I think that in order to play well in the integration of information resources in the decision-making role, we must make comprehensive use of information management and administration of the theoretical knowledge and methods to carry out in-depth studies. This paper from China’s information resources from the needs of the reality of integration, the integration of information resources concepts, principles and significance on the basis of the Government’s decision-making content and basic features, and integrated information resources in the key stages in the decision-making done a more important role in in-depth discussions.更多还原
