低收入人群住房供给模式研究

【摘要】 低收入人群住宅问题的凸显使得各国都很注重住房保障问题。在我国住房保障制度随着住房制度改革的深入才慢慢地被提出来。国家从住房供应结构和供应方式方面,建立了适应不同收入水平居民住房支付能力的分层次的住房保障。廉租房制度作为我国分层次住房保障体系的一部分,已取得了一定程度的发展,但是进程还很缓慢,主要原因是廉租房保障制度在实施中面临着一系列的瓶颈难题:廉租对象界定难、资金来源少、供给模式匮乏、退出机制不健全等实际问题。本文首先对欧美、新加坡、香港及国内一些城市公共住房供给模式的特点进行了分析,并指出国内廉租房保障方式中存在的主要现实问题。廉租房供给模式的选择适当与否对廉租住房制度能否顺利高效的实施具有举足轻重的作用。因此本文主要以廉租房保障制度实施中的供给模式的优劣势比较分析为核心内容,对政府集中兴建、公私合营兴建、政府转换空置房、政府收购二手房、非限定性住房租赁补贴、限定性住房租赁补贴以及租金核减七种供给模式进行优劣势比较分析,分析这些供房模式各自在减轻政府财政压力、推动房地产市场、廉租户内部效用、社会效益、廉租房退出机制形成等方面的优劣势,并利用灰色多层次综合评价方法,结合西安市的实际情况综合评价排序各供给模式,最后进行适应性分析,为廉租房供给模式的选择提出合理化建议。

【Abstract】 The problem of low-income family’s house deficiency is gradually appeared. It attentioned by almost of every country. In our country, ensuring policy of public housing came up with the reform of housing policy. Government establishes a multi-level housing insurances system satisfying the different levels of residents’ repay capacity in different income levels. Public housing, as a part of our country’s housing ensures policy, has developed in certain degree, but it is very slow. The main reason is there are many practical problems can’t be easily settled, which are: the definition of the object of public housing, lacking funding sources, simple supply mode, as well as an exit mechanism, etc. In this thesis, we study the public housing’s supplying models of Europe, the United States, Singapore, Hong Kong and the Mainland firstly, and point out the main practical problems in the ensuring policy of public housing in our country.The choice of public housing’s supplying models plays a pivotal role to the ensuring policy of public housing for the smooth and efficient implementation. This paper mainly analysis the public housing’s supplying models’ advantages and disadvantages in ensuring policy of public housing for the core content of the government heavily constructing housing, public-private partnerships to build, the conversion of vacant rooms, the acquisition of the second-hand, non-restricted housing rental subsidies, limiting housing rental subsidies and rent reduction for seven models of supply. Comparative analysis of the models’ influence on reducing financial pressure on the Government, to promote the real estate market, public housing tenants internal effectiveness, social benefits, and withdrawal mechanism of public housing. At last we will consider the facts of XI’AN, use AHP-GRAP method, evaluate sort supply models, and analyze the adaptive final, make decision for policy makers from the theoretical basis for guiding and promoting the development of public housing.
