【摘要】 人类经济社会发展水平的标志之一是信息化水平,一个城市的信息化水平就是城市文明水平、现代化水平。电子政务是信息化的核心内容,电子政府至今已成为政府提高行政效率,提高公共服务能力的必选方案。而在对电子政务进行一定规模的投入和建设后,电子政务能否真正取得预期的成效已成为各级政府必须关注的问题。长沙市的电子政务建设目前现状不容乐观,本文围绕长沙市电子政务的发展,通过地市县级层面电子政务的剖析,探讨电子政务发展的现实问题,为政府在中观和微观层面的电子政务提供理论上的参考意见。首先,本文从电子政务的概念入手,阐明了电子政务的内涵与本质,并着重分析了国内外电子政务评价理论。其次,运用公共产品理论,论述了电子政务作为公共产品的特点,提出了评价电子政务这一公共产品的思路。再次,通过对长沙市电子政务现状的分析,在综合国内外电子政务评价理论的基础上,提出了一套评价长沙市电子政务建设的指标体系,并对长沙市区县(市)电子政务建设进行了实证分析和评价,本指标体系即可作为某一城市和区县(市)纵向比较使用,也可进行省会中心城市和其它城市及区县(市)横向对比使用。最后,针对长沙市电子政务的问题和困难,本文提供了解决思路与具体对策。需要说明的是,由于经验、能力、时间特别是基础数据资料方面的限制,本文评价体系的构建是在尊重现实、适度超前、保证长期有效的方针指导下完成的,该指标体系还是首次付诸实施。因此,我的研究在实践中还有待检验,希望能对我国电子政务建设特别是对长沙市电子政务建设起到抛砖引玉的作用。更多还原
