【摘要】 “十一五”时期将是湖北进一步加速工业化进程、实施在中部地区率先崛起的关键时期。根据湖北省“十一五”发展规划纲要,“十一五”期间其城镇化水平将达到50%,三次产业增加值比重由2005年的16.5:42.8:40.7提升为10.5:45.8:43.7。作为推进城镇化进程的重要因素,农村工业化越来越受到重视。然而随着湖北农村工业化的快速发展以及农民生活水平的不断提高,湖北生态环境所受到的威胁也随之增大。具体来看,湖北农村工业化发展给生态环境造成的破坏主要有以下几例:(1)滥砍滥伐使植被遭到严重破坏、森林覆盖率降低、水土流失不断加剧;(2)乡镇企业“三废”排放造成的农田、鱼塘和水库的污染;(3)城市内的污染产业向农村转移造成的环境污染;(4)乡镇工业的不断发展造成耕地的污染以及可耕地面积的不断减少。因此,湖北省农村工业化的进程将面临较为严峻的形势,必须借鉴国内外农村工业化模式的经验,结合湖北的发展实际,寻求有利于生态环境的农村工业化发展新模式。基于上述考虑,本文拟从生态环境保护的角度出发,以发展经济学、生态经济学和环境经济学为理论依据,借鉴国内外农村工业化发展的有益经验,通过对湖北农村工业化发展的概述及其对生态环境影响的定量分析,评价现行湖北农村工业化发展模式的成效,提出“以农为本”的湖北农村工业化发展新模式,并阐述了湖北农村工业发展模式转换的战略路径,构建湖北“农本”生态工业格局的支持体系,力图为有关部门制定农村工业化发展新政策时提供参考依据,从而推动湖北农村工业化的进程,并为缓解当前农村生态环境日益恶化的形势提供新的思考角度。因此,本论文的研究具有重要的现实意义和应用价值。文章的主要内容分为五章:第一章,绪论。阐述了本文的选题背景和研究意义,在回顾国内外相关研究成果的基础上,系统地对中外文献资料进行理论综述,简要介绍了本文的研究内容、研究方法和主要的创新点。第二章,基于生态环境保护的农村工业化相关理论。包括农村工业化的定义、内涵和特点,农村工业化的衡量标准以及国内外农村工业化发展模式的总结;另外还包括与生态环境保护有关的可持续发展理论、环境(生态)经济学理论和循环经济理论:最后还阐述了农村工业化与生态环境耦合的机理和两者之间的相互胁迫效应。第三章,湖北省农村工业化发展状况及其与生态环境之间关系的分析。这是本论文的研究重点所在。通过对湖北农村工业化发展的历史和现状分析,进而对湖北乡镇企业传统“纯工业”发展模式进行评价;结合湖北生态环境的基本情况以及出现的问题,利用计量经济学中的协整理论实证分析了湖北农村工业化对耕地面积的影响及其与湖北工业“三废”之间的关系;最后提出结论和相应的建议。第四章,湖北农村工业化发展新模式的构建。提出了“以农为本”的湖北农村工业化发展新模式,并阐述了湖北农村工业发展模式转换的战略路径,构建了湖北“农本”生态工业格局的支持体系。第五章,是本文的研究结论与展望部分。总结了文章的主要结论,并指出本文的不足之处和今后的研究方向。更多还原

【Abstract】 The period of implementing the Eleventh Five-Year plan will be the key period during which Hubei Province is going to accelerate the industrialized process and take the lead in development in the central reigion. According to the Eleventh Five-Year plan’s development outline of Hubei Province, its urbanization level will be up to 50% during the period of implementing the Eleventh Five-Year plan, and the proportion of value-added of primary,secondary and tertiary industry will promotes from 16.5 : 42.8: 40.7 to 10.5: 45.8: 43.7. Therefore,as the important factor of advancing the urbanization process, rural industrialization is being attached great importance to.However, with the fast development of industrialization and constant improvement of farmers’ living standard in Hubei Province, the threat to Hubei Province’s ecological environment has increased a lot accordingly. General speaking, there are several examples mainly on the destruction to ecological environment caused by the development of Hubei Province’s rural industrialization. First, the vegetation is destroyed seriously , the forest coverage rate is reduced and the soil erosion is being aggravated constantly due to immoderately disafforestation. Second, the discharge of industrial waste water,waste gas and solid wastes of township and village collective enterprises caused the pollution of the farmland, fishpond and reservoir. Third, the environmental pollution caused by the shifts of the urban polluting industry to the countryside. Fourth, the constant development of the township and village collective enterprises causes the pollution of the plantation and the constant reduction of the the plantation’s acreage. So, the rural industrialization process of Hubei Province will face the comparatively severe situation, we must use the experience of the development model of rural industrialization both at home and abroad for reference, combine the development reality of Hubei Provinve, and seek the new development model of rural industrialization which will be propitious to the ecological environment.Based on the above-mentioned, this thesis plans to proceed from the angle of ecological environmental protection, regard development economics, ecological economics and environmental economics as the theoretical foundation, use the beneficial experience of the development of rural industrialization both at home and abroad for reference, according to the summarization of the development of Hubei Province’s rural industrialization and quantitative analysis of ecological environmental impact, appraise the effect of the current development model of Hubei Province’s rural industrialization , it proposes a new development model of Hubei Province’s rural industrialization which puts agriculture first,and expounds the strategic route to change the development model of Hubei Province’s rural industrialization, structures the supporting system of Hubei Province’s ecological industrial pattern which puts agriculture first, trying hard to offer the reference while relevant departments make new policies for the development of rural industrialization,so as to promote the process of Hubei Province’s rural industrialization and offer the new thinking angle for alleviating the increasingly worsen situation of the ecological environment in the countryside at present. Therefore, the research of this thesis possesses important realistic meaning and value for application. The main content of the thesis is divided into five chapters:Chapter one is the introduction which has explained the background for the selection of the title and the meaning for research, on the basis of reviewing the relevant research results both at home and abroad, it has systematically carried on the theory survey to the Chinese and foreign documents and materials, and the research contents , research approach and main innovations have also been introduced briefly.Chapter two states the relevant theory of rural industrialization on the basis of ecological environmental protection,which includes the definition,intension and characteristic of rural industrialization, the measurement criterion for rural industrialization and the summary of the development model of rural industrializstion both at home and abroad. It also involves several theories of sustainable development, environmental (ecological) economics and recycle economy which have relation to ecological environmental protection. And it finally explained the mechanism for the coupling between rural industrialization and ecological environment and the effect of menacing each other between the two parties.Chapter three, which is the key research of this thesis, has made an analysis of the relation between the development of Hubei Province’s rural industrialization and its ecological environments. Through the analysis of the history and current situation of the development of Hubei Province’s rural industrialization, it has appraised to the development model of traditional Pure Industry of township and village collective enterprises in Hubei Province. Combining the basic situation and question appearing in Hubei Province’s ecological environment, utilizing the cointegration, which is a theory belongs to econometrics, the thesis has made a quantitative analysis about the influence the rural industrialization of Hubei Province has brought to the plantation’s acreage and the relationship between the rural industrialization and the industrial waste water,waste gas and solid wastes in Hubei Province. After that, it has put forward the conclusion and some relevant advice.Chapter four has stated the construction of the new development model of Hubei Province’s rural industrialization. It has proposed the new development model of rural industrialization which puts agriculture first, and expounded the strategic route to change the development model of Hubei Province’s rural industrialization, structures the supporting system of Hubei Province’s ecological industrial pattern which puts agriculture first.Chapter five has made a research conclusion and expectation to the future further research. It has summarized the main conclusion, and pointed out the weaknesses of this thesis and the direction for further research in the future.更多还原
