【摘要】 二十世纪九十年代中期开始,体育彩票登上了重庆市彩票业发展的历史舞台并逐步走上了规范成熟的发展道路。十多年以来,在政府的管理和引导下,体育彩票显示出了强大的筹资功能和对体育事业巨大的促进作用。但同时,我们也应当看到,重庆市体育彩票业的发展尚处于初级阶段,彩票的管理体制尚不健全,体育彩票在发行和销售过程中仍然存在一些弊端,影响了体育彩票业的健康持续发展。重庆市在我国经济发展的格局中,仍然处于相对落后的地位,政府用于发展体育的资金有限,而重庆市人民群众的体育需求日益增长,矛盾也日益突出。因此,利用大力发展体育彩票业缓解资金需求矛盾,增加政府收入,促进重庆市体育事业的发展有着重要的意义。本文运用文献资料法,问卷调查法,专家访谈法和数理统计法,对重庆市体育彩票业的发展现状进行调查,并对调查结果进行深入分析。本人在借鉴前人关于体育彩票业发展理论和实践的基础上,参阅国内外大量专家关于体育彩票业发展,体育彩票发行、营销,以及市场调查等多方面的研究成果,对重庆市体育彩票业发展现状进行调查、分析并深入研究,全面阐述了目前重庆市体育彩票业发展过程中存在的问题以及这些问题产生的深层次原因和将会对社会造成的影响,最后采用SWOT分析法对重庆市体育彩票业当前发展面临的机遇和挑战进行深入分析,设计出重庆市体育彩票业发展的目标及总体思路,在此基础上提出了加强体育彩票的正面宣传,形成正确的舆论导向;尽快出台《彩票法》,确立体育彩票的法律地位;加强体育彩票销售的监管力度,健全信息披露制度;健全和完善体育彩票业的体制和机制;健全规章制度,加强体育彩票队伍管理;加强彩票研究,增加体育彩票种类,降低体育彩票风险;做好技术更新,保障安全运行,推动体育产业的发展等建议,为我国奥运、亚运争光计划和全民健身计划的实施提供充足有力的经济支持,从而构建起现代化的体育彩票市场,推动体育产业的发展。更多还原

【Abstract】 Middle age of 1990’s, the sports lottery went upon the stage of Chongqng lottery industry and gradually stepped onto the standardized mature development path.Under the management and the guidance of government, sport lottery demonstrated formidable function on financing and promotive effect for sports enterprise in Chongqing Municipality. But simultaneously, we also should see, Chongqing sports lottery still was at the initial stage: the lottery management system is not perfect, and there are some disadvantages existed in the release and the sales process, affected the development of sports lottery.The economy of Chongqing is relatively underdeveloped, sports fund invested by the government was limited, at the same time, Chongqing ’s territory vast, nationality multitudinous, various national populace’s sports demand grew day by day, contradictory was prominent. Therefore, developing sports lottery industry is significant for alleviating also the contradictory, increasing government income development in Chongqing, promoting the sports enterprise development in Chongqing.Applying the research methods of document, investigating, mathematical statistics and authority interview, the paper investigates the actuality of issuance of sports lottery industry in Chongqing Municipality and analyses the investigation effect. This paper is based on the previous theory and practise of sports lottery industry,compare a lot of studies of domestic and overseas experts,study the current situation of Chongqing sports lottery industry and elaborates phenomena that exist in Chongqing sports market,.Finally the author analyzes the opportunities and the challenges facing the Chongqing sports lottery industry by SWOT analysis methord, and provides mang countermeasures,for exanple, enhancing the correct propaganda of sport lottery, to form the correct guidance of public opinion; issuing "Lottery Law" as soon as possible, to establish the law status of sport lottery; enhancing the vigor of supervising ,to integrate the system of revealing the information; integrating the system and mechanism of sport lottery; integrating the rules and regulations,to strengthen the troop management of sport lottery; enhancing the study on sport lottery and increasing the types of lottery, to reduce the lottery risk; renewing the technology,to safeguard the operation and impel the development of the sports industry.Those countmeasures help to support for the application for the plan of honor in Olympics and Asian Games in our country.更多还原
