杭州西湖湖西综合保护工程生态效益评价

Ecological Benefit Evaluation on ’the West-Marching Comprehensive Protection Project of the West Lake in Hangzhou’

【摘要】 本论文以“杭州西湖湖西综合保护工程”为例,运用目前国际上一系列先进的评估方法,对湖西综合保护工程范围内绿地的生态效益进行了科学、直观的评价。主要研究内容和结论如下:(1)采用实测的方式,选择湖西综合保护工程实施范围内的茅家埠、曲院风荷进行空气负离子浓度测定,并选择太子湾、九曜山,以及武林广场进行对照。从空气质量来看,主要结果显示:西湖风景区显著优于城市中心区;乔灌草型样地显著优于疏林草地型,疏林草地型显著优于滨水绿地型,滨水绿地型则显著优于硬质铺地型;6∶00-8∶00显著优于11∶00-13∶00和16∶00-18∶00,5月份显著优于12月份。(2)运用碳税法、工业制氧法、恢复费用法、替代工程法、机会成本法、影子价格法等评估方法对湖西综合保护工程实施以后绿地的生态效益进行货币化评价。结果表明:湖西综合保护工程范围内绿地的年固碳和释氧价值为232.76万元,年净化环境污染价值为1158.91万元,年涵养水源价值为84.22万元,年土壤保持价值为101.12万元,年调节气候价值为3912.41万元,年总价值约为5450.45万元。最后,对研究结果进行综合分析,并提出一些提高城市绿地生态效益的对策。

【Abstract】 Taking the West-marching Comprehensive Protection Project of the West Lake in Hangzhou’ for an example, this paper uses advanced evaluation technology to appraise the ecological benefit of its green space. The main contents and conclusions are as follows:(1) This research takes the representative Maojiabu Scenic Area, the Lotus in the Breeze at Crooked Courtyard, the Tai Zi Wan Park, the Jiu Yao Mountain and the Hangzhou Wulin Square as objects to measure the concentration of aero-cation and aero-anion. The main results are as follows: the air quality of the Scenic Spots and Historic Sites of Xihu is much more better than that of the Wulin Square; the air quality of trees+shrubs+herbs land is much better than that of the sparse wood grassland, the sparse wood grassland is much better than the waterfront green space, and the waterfront green space is much better than the hard land; the air quality of 6:00-8:00 is much better than that of 11:00-13:00 as well as that of 16:00-18:00 in one day, and the air quality of May is much better than that of December.(2) Using a series of advanced evaluation methods, such as replacement cost method, shadow engineering method, opportunity cost method, shadow price method and so on, the paper appraises the ecological benefit of the green space of ’the West-marching Comprehensive Protection Project of the West Lake in Hangzhou’. The result indicates that the annual value of fixation carbon and oxygen release is 2,327,600Yuan, the annual value of purifying the polluted environment is 11,589,100Yuan, the annual value of water maintaining is 842,200Yuan, the annual value of soil conservation is 1,011,200Yuan, the annual value of temperature measuring is 39,124,100Yuan, and the total value is about 54,504,500Yuan.Finally, the outcome of the research is discussed, and several countermeasures are put forward to improve the ecological benefit of urban green space.
