【摘要】 在市场竞争不断加剧的今天,企业为了在竞争中处于不败地位,不断实施国际化标准并获得相应认证。ISO9001、ISO14001和OHSAS18001成为多数企业满足顾客、员工及相关方需求实施的主要管理标准。然而,不同管理标准单独建立、单独运行、单独实施认证,势必造成很多重复工作,耗费大量的资源。因此,企业能否将多个管理标准结合,建立和实施整合型管理标准体系,实现管理标准创新便成为企业现代管理需探讨的一个课题。本文以广东省首批68家循环型试点单位为应用平台,通过比较分析ISO9001、ISO14001和OHSAS18001三套标准的异同,探讨了省内试点单位管理标准整合的背景,经济和技术可行性,认为广东省循环型工业企业推行管理标准整合是可行的。接着基于PDCA循环为基础,关注持续改进的整合模式,分别探讨了策划阶段、实施阶段、检查阶段、改进阶段管理标准整合的重点内容,为省内循环型试点单位ISO9001、ISO14001和OHSAS18001整合提供一个基本框架和思路;然后从“财务、管理者、顾客、环境、员工”五个评价角度构建了广东省循环型工业企业管理标准整合绩效综合评价指标体系,并利用层次分析法(AHP)综合众多专家意见,合理确定各元素权重,参考各指标评分标准,企业就可以计算得出其实施管理标准整合绩效状况;最后本文就管理标准整合过程中所遇到问题和对策及如何提升整合有效性作了进一步探讨。更多还原

【Abstract】 At present, in the face with fierce competitions, the enterprises have to run different international standards so as to survive in the market. In order to meet the needs from Customers、Employees and related parties, most of organizations prefer to carry ISO9001、ISO14001 and OHSAS18001 into execution. However, established、run、and authenticated these management standards separately, it’s inevitable to cause series repeating works and waste lots resources.Considering this case,whether the companies could integrated different management standards and build integrated management system so as to achieve management standards innovation, it has become an important subject for modern corporation management. This paper uses Guangdong Circular industry enterprises as applied platform, by comparing the differences and sameness of ISO9001、ISO14001 and OHSAS18001, discussing the integrated background、economic and technical feasibilities, we concluded that it’s feasible for Guangdong Circular industry enterprises to implement integrated management system. Follows, based on the mode of PDCA continues improvement, we discussed the key contents in every phrase Plan、Do、Check、Act of integrating process so that we can provide a general frame and rational for Experimental circular enterprises to refer. Then, standing in "Financial evaluation、Management level evaluation、Clients evaluation、Environmental evaluation、Employee evaluation" five arrangements,we conceived "Comprehensive evaluation indexes system of Integrated performances", and confirmed the indexes weight by AHP and Experts consultation, combined with the evaluation accordances, we can count the general integrated performance for organization.
