全球环境基金土地退化防治项目立项选择研究

【摘要】 在全球环境基金土地退化防治二期项目的申报中,为提高项目选择的科学化、定量化水平,减少或避免投资决策的失误,以更有效地利用资金,本文通过建立全球环境基金土地退化防治项目综合评价指标体系和多层次模糊综合评价模型来对项目加以优选。在评价指标体系的设置上,本文打破了以前仅从项目必要性、可行性和有效性三方面进行项目前评价的惯例,而是基于全球环境基金的投资理念,新增了项目可持续性和可复制性两个准则,并以其作为设置二级指标的依据,建立了适合其自身特点的评价指标体系,从而对项目进行更加全面的分析评估,避免了评估工作的片面性。在模型的构建上,本文采用了模糊综合评价法解决项目立项工作中定性因素难以评价的问题,对定性因素进行模糊定量化的处理,并得到定量的结论,从而使项目的前期评价工作科学化,提高了评价结论的可靠性。

【Abstract】 In this paper, in order to reduce or avoid the investment decision-making mistakes and make more effective use of limited funds, comprehensive evaluation index system and fuzzy analytic hierarchy integrated evaluation model for the selection of GEF land degradation combating projects are established.About the index system, project necessity, feasibility, effectiveness, sustainability and replicability are taken as first grade indexes and will serve as the basis for setting up second grade indexes, based on GEF investment philosophy, which makes the evaluation more complete.As for the model construction, in view of the existence of too many qualitative factors in project evaluation, fuzzy comprehensive evaluation method is adopted to quantify qualitative factors, which will lead to a quantitative result and make the conclusion scientific and reliable.
