【摘要】 搞好风景名胜区工作,前提是规划,核心是保护,关键在管理。2000年开始实施的《风景名胜区规划规范》对完善规划理论与实践、规范规划内容与深度等方面起到了积极的推动作用,但如何在新的社会发展形势下,丰富与完善规划体系与内容、规划与管理形成良性的互动关系等问题,仍然亟待规划者与管理者正视与面对。本文在建设部发布了“关于风景名胜区总体规划中编制环境影响篇章或说明的通知”的背景下,在广泛借鉴相关学科领域环境影响评价理论与实践的基础上,依据《规划环境影响评价技术导则》、《风景名胜区规划规范》及《风景名胜区条例》的相关规定,对风景名胜区总体规划中环境影响篇章的属性定位、涉及内容、指标体系、评价方法、评价程序等内容进行了系统研究,初步形成了以定性概括与定量分析相结合的,多层级、多指标的评价系统框架,并将此阶段性成果应用于规划实践中,以期能够为风景名胜区总体规划环境影响的深入研究,提出尝试性理论框架与操作步骤,进而为提高风景名胜区总体规划的科学性、系统性、可持续与可操作性进行有意的探索。更多还原

【Abstract】 Do a good job in scenic area work ,the premise is planning, the core is protection and the key is management.“The Master Guide to Code for Scenic Area Planning”which was implemented from 2000 has played a positive role in promoting to improve the theory and practice of the planning and to regulate the content and depth of the planning. But under new social development situation, how to enrich and improve the planning system and content, to let planning and management be a benign interacted relations and other issues are still urgently needed planners and managers to face.Under the background of the fact that“the notice about the environmental impact chapter or description of the master plan of scenic area”has been issued by the ministry of construction,on the basis of drawing lessons extensively from the environmental impact assessment theory and practice of the relevant disciplines,according to the relevant provisions of“the technology lead of the environmental impact assessment for planning”“norms for scenic area planning”and“regulations for scenic area”.In the paper, orientation of the attribute, content involved, method of appraising, procedure of appraising and other issues in the chapter of environmental impact in the master plan of scenic area were researched systematically. The frame of appraisal system with multi-levels and multiple Indicators which combine qualitative summary with quantitative analysis was formed initially. Apply this phased achievement to planning practice, in order to propose the trying theory frame and operating sequence of further investigation to environmental impact in the master plan of scenic area. And then the intentional exploration will be carried on to improve the scientific, systematic, sustainability and operability of master plan of scenic area.更多还原
