我国城市人才环境综合评价研究

【摘要】 经济全球化的浪潮正在席卷地球每一个角落,随之而来的人才争夺战全面展开,各国和各地区已经形成以人才为核心竞争力的共识。各地都在讨论研究如何建设、改善人才环境来培养人才、吸引人才、留住人才。什么是人才环境?如何评价人才环境?这是要着重解决的问题。本文在人才环境理论和实践的基础上,综合考虑影响人才的各个因素,构建一套系统、量化为主的人才环境综合评价体系,为城市人才环境评价提供理论依据。在构建的综合评价指标体系基础上,采用主成分分析法并结合多元统计分析相关知识,对北京市人才环境进行了综合评价。通过以上研究,得出以下结论:(1)通过人才环境子系统和人才环境发展水平的测定,从部分和整体两个方面揭示出自1996年以来北京市人才环境综合水平处于持续改善状态,系统可持续性很好。(2)引入多轮主成分分析模型对人才环境进行综合评价,结论表明,方法可行,为人才环境综合评价提供了新思路。(3)人才环境是一个复杂的大系统,需要单方面的考虑其影响因素,也要综合考虑整体性问题。

【Abstract】 The tide of economic globalization is sweeping every corner of the Earth, and the ensuing fight for talents in full swing, countries and regions have been formed to human recourses at the core competitiveness of the consensus. Everywhere in the discussion on how to build and improve the environment for training talent, and attracting talent. What is the environment for talent? How to assess the environment for talent? This is the focus.In this paper, on the basis of comprehensive consideration of all factors affecting talent, a city talent environmental assessment system will be built. On the basis of this system, using principal component analysis and combining fuzzy math knowledge to conducted a comprehensive environmental evaluation of Beijing. Through the above research, it comes to the following conclusions:Firstly, Subsystem environment through talent and talent level of development of the environment, and part of the overall from the two areas has been revealed from the 1996 Beijing talent level in a comprehensive environment continues to improve, and sustainability of a good system.Secondly, the introduction of double-time principal component analysis model to a comprehensive environmental evaluation of talent, concluded that the method is feasible for environmental professionals to provide a comprehensive evaluation of new ideas.Thirdly, talent environment is a complex large-scale system, the need to consider the impact of unilateral factors, but also considered the overall problem.
