中国文化产业资源开发与利用

【摘要】 世界各国都把文化发展作为国家发展战略的一个极为重要的组成部分,予以高度重视。联合国科教文组织在1998年提出的《文化政策促进发展行动计划》中指出:“未来世界的竞争也将是文化或文化生产力的竞争,文化将成为21世纪最核心的话题之一。”任何一个产业的存在和发展,都与资源密切相关,文化产业也不例外。在市场经济体制下,如何以市场为依托,合理开发与有效配置文化产业的各种资源,以达到提高群众文化素质,塑造和谐社会,提升中国在全世界文化形象的目的,是我国发展文化产业的重要使命。为此,笔者以“中国文化产业资源开发与利用”为题,写作了这篇论文,希望能对我国文化产业的发展提供相应的理论指导。首先,本文研究了文化产业资源的构成及特点。按照各种资源的不同属性,文化产业资源分为自然资源、人文资源、资本资源、技术资源、人力资源和市场资源;文化产业的各种资源还呈现出一些共同的特点:动态性、增值性、共享性。其次,概括了外国文化产业资源开发利用的现况。着重研究了全世界最具代表性的文化产业大国:美国的电影产业、韩国的电视剧产业和日本的动漫产业。美国是电影产业大国,它的电影产业已经是一个与汽车业、钢铁业同等重要的产业部门,最有美国特色的好莱坞模式值得我们学习和借鉴。在韩国“文化产业振兴”运动的推动下,韩国文化产业获得了前所未有的大发展,如今在日本、中国、东南亚等亚洲国家和地区,“韩流”已呈现泛滥之势,尤其韩国电视剧在整个亚洲风靡一时,甚至出口到俄罗斯、美国、阿拉伯各国。日本动漫产业在全世界有着极强的市场竞争力,已经成为日本第三大支柱产业。再次,研究了中国文化产业资源开发利用的现状。介绍了我国文化产业资源开发利用取得的一些成果,很多省市利用自己的优势资源形成了各具特色的文化产业发展模式,如湖南的电视湘军、出版湘军、动漫湘军和报业湘军,云南民族文化产业如火如荼的发展态势被称为“云南文化现象”,海南利用独有的区域风情和民族文化大力发展旅游业和会展业。然后揭示了开发利用过程中存在的一些问题,如制度改革滞后、品牌意识淡薄、保护意识不强和创新理念缺乏。最后,研究如何深入挖掘我国文化产业的发展潜力,提升它在全世界的竞争力,笔者认为必须坚持可持续性发展的原则、加快文化产业体制机制改革和加强增值性开发。

【Abstract】 Every country in the word takes culture industry as a most important part of national development strategy, which has been taken seriously. The action plan of how culture policy accelerates development promulgated by the United Nations in 1998 pointed out that the competition will be the competition of culture or culture productivity in the future, culture will be one of core topics in the 21st century.Every industry’s existence and development relates to resource closely, and culture industry is not the exception. Under the market economy system, our country’s significant mission about developing culture industry is how to utilize the market to develop all the culture resources equitably and match them efficiently, and to reach the aim that the masses’quality improves, the harmony society forms, and Chinese culture image all over the world raises. For this purpose, the author takes“Chinese Culture industry resources’developing and utilizing”as the title of the thesis, and hope this thesis can give some theory guide to our country’s culture industry’s development.Firstly, the thesis researches the constitute and feature of culture industry resources. According to different characters of different resources, culture industry resources can be classified to natural resources, humane resources, capital resource, technical resources, manpower resources and market resource; the different resources also show some common characters, such as movable, appreciative and communal. Secondly, the thesis summarizes the situation of culture industry resources’developing and utilizing in other countries. This thesis emphasizes some representative countries on culture industry, such as American movies, Korean TV series and Japanese cartoon. America is a big country on the movies, its movies is already an industry as important as its cars and irons, the pattern of Hollywood has American feature and we can learn much from it. Promoted by Korean movement“Develop culture industry”, Korean culture industry has the most achievement than ever before, now in Japan, China and some other Southeast Asian countries and areas, many people see Korean TV series and listen to Korean music, and this becomes a fashion, this phenomenon is known as“Korean trend”, some TV series are even exported to Russia, America and some Arabian countries. Japanese cartoon has big and powerful competence, and now it has become the third biggest pillar industry in Japan. Thirdly, this thesis researches the situation of Chinese culture industry resources’developing and utilizing. The thesis presents some achievement in Chinese culture industry resources’developing and utilizing, many provinces and cities utilize theirselves’superior resources, and form different culture industry developing patterns, as Hunan’s TV xiangjun, publish xiangjun, cartoon xiangjun and newspaper xiangjun, Yunnan national culture industry develops very fast, and is known as“Yunnan culture phenomenon”, Hainan utilizes its special regional scene and national culture to develop tourism, conference and exhibition. Then this thesis reveals some problems in the process of developing and utilizing, for example, system reform is detained, brand consciousness is light, protective consciousness is thin and creative consciousness is absent.Lastly, this thesis researches how to deeply excavate our country’s culture industry’s developing talent, raise its world-wide competence, the author considers that they must persist in the lasting development principle, accelerate culture industry system’s reform and strengthen appreciative development.
