国有商业银行人力资源信息化管理研究

【摘要】 随着我国金融市场化改革的逐步深化,国有商业银行面临的竞争形势日趋激烈,为建立和完善激励有效约束有力的激励与约束机制,全面提高国有商业银行人力资源开发与管理水平,进而有效提高国有商业银行绩效管理能力和核心竞争力,本文结合作者多年从事国有商业银行人力资源信息化管理的实践,通过对国有商业银行人力资源信息化管理发展过程、存在问题及与国外的差距分析,提出了“人力资源信息化管理不仅是提高工作效率、加强人力资源业务运作的规范性和科学性的要求,而且还是提升人力资源开发管理水平、整合管理流程、完善激励与约束机制、提高绩效管理能力和核心竞争力的有效手段”的基本观点。为做好国有商业银行人力资源信息化管理工作,文章全面分析了国有商业银行人力资源信息化建设的影响因素,提出了“中国国情、企业文化、管理水平三要素是确定人力资源信息化建设目标的基本前提”的观点和“建立面向决策层、部门条线层、员工层、业务操作层、数据交换层的多层次、全方位、企业级人力资源综合处理系统(HRIS)”的目标,据此创新性地提出了从“基础数据平台、业务运作体系、共享分析平台”三个层面分层建立人力资源信息化管理体系的系统架构。本文采取层层深入地方式进一步分析了国有商业银行实施人力资源信息化管理的难点和误区,提出了“直接引进国外的ERP-HR软件,通过人力资源信息化管理推进业务流程再造(BPR)不仅投入大而且会带来非常大的实施风险,不是国有商业银行人力资源信息化建设的最优方式”的观点,指出根据人力资源管理现状“引进与自行开发相结合”才是国有商业银行人力资源信息化建设的有效途径。针对系统实施工作,文章经过分析指出“要摒弃片面强调全面性和完善性的大而全的作法”,提出了“分段建设、快速实施”的建设思路和按照“计划阶段、实施阶段和收尾阶段”有序推进人力资源信息化管理的典型建设流程。文章以国有商业银行人力资源信息化建设过程为主线,围绕必要性、紧迫性、目标确定、系统架构、实施思路、建设流程等关键环节,创新性地研究并提出了一系列观点和方法,形成了国有商业银行人力资源信息化建设的整体框架,对于指导国有商业银行成功实施人力资源信息化管理具有重要的现实意义。

【Abstract】 Along with our country finance marketability reform’s gradual deepening, the competition situation which the state-owned Commercial bank faces is intense day by day, to establish and consummate the drive active constraint powerful drive and the restraint mechanism, enhances the state-owned Commercial bank human resources development and the management level comprehensively, then sharpens the state-owned Commercial bank achievements managed capacity and the core competitiveness effectively, this article unifies author many years to be engaged in the state-owned Commercial bank human resources informationization management the practice, through to the state-owned Commercial bank human resources informationization management developing process, the existence question and with the overseas gap analysis, proposed "the human resources informationization management is not only raises the working efficiency, to strengthen the human resources service operation the standards and the scientific request , Moreover promotes the human resources development management level, the conformity management flow, to consummate the drive and the restraint mechanism, sharpen the achievements managed capacity and the core competitiveness effective measure" the basic concept. In order to complete the state-owned Commercial bank human resources informationization supervisory work, the article overall analysis state-owned Commercial bank human resources informationization construction’s influencing factor, proposed "the Chinese national condition, the enterprise culture, the management level three essential factors are determined human resources informationization construction goal basic premise" viewpoint and "establishment face decision-making strata, department strip line level, staff level, service operation level, data exchange level multi-level, omni-directional, enterprise human resources synthesis processing system (HRIS)" the goal, innovatively proposed according to the above from "the essential data platform, the service operation system, sharing analyzes the platform" three stratification plane lamination establishment human resources informationization management System’s system construction. This article adopted layer upon layer thoroughly the way to further analyze the state-owned Commercial bank to implement the human resources informationization management the difficulty and the erroneous zone, and proposed "the direct introduction overseas ERP-HR software, through the human resources informationization management advancement Business Process Reengineering (BPR) not only will bring the very big implementation risk greatly, was not the state-owned Commercial bank human resources informationization construction most superior way", pointed out that "the introduction with developed according to human resources management present situation unifies is the state-owned Commercial bank human resources informationization construction efficient path voluntarily". In view of the system implementation work, the article after the analysis pointed out that "must abandon lays undue stress on the integrity and the consummation big and complete method", proposed "partition construction, fast implementation" the construction mentality and defers to "the planning stage, the implementation stage and the conclusion stage" the order advancement human resources informationization management model construction flow. The article take the state-owned Commercial bank human resources informationization construction process as a master line, regarding necessary, the pressing, the goal determination, the system construction, the implementation mentality, the construction flow and so on key link, innovatively studied and proposed a series of viewpoints and the method, have formed the state-owned Commercial bank human resources informationization construction overall frame, had the vital practical significance regarding the instruction state-owned Commercial bank success implementation human resources informationization management.
