【摘要】 近年来,随着突发事件的不断增多,突发事件应急管理中的资源调度问题日益凸现。在具体的应急事件处理中,需要在最短的时间内同时将各种应急资源运送到多个指定位置,同时这种处理又要求是适时的,这时各种资源的合理调度问题就会十分突出。要实现资源的优化配置,必须依靠科学的方法加以保证。由于应急管理中所需资源存放的地点不同,资源的状态和属性不同,而且资源的配置也是随着事态的发展动态变化的。既要满足应急需要的合理配置,又要考虑能够及时地将这些资源运送到指定地点的运输方案,同时也要考虑以尽可能低的费用达到最佳的效果。因此应急资源配置问题是一个非常复杂的动态博弈问题。本文从分析应急管理的特点及应急管理资源的属性入手,将动态博弈思想应用于突发事件应急管理的资源配置中。分析了突发事件应急管理中“危机事件”与“危机管理者”之间的动态博弈过程,并以火灾事故应急救援为例,探讨了火灾抢险过程中资源调度的实际问题,达到了资源优化配置的目的。更多还原

【Abstract】 In recent years, with the growing emergency, Emergency Management of resource scheduling problems have become increasingly apparent.
