博弈论在应急管理资源配置中的应用

【摘要】 近年来,随着突发事件的不断增多,突发事件应急管理中的资源调度问题日益凸现。在具体的应急事件处理中,需要在最短的时间内同时将各种应急资源运送到多个指定位置,同时这种处理又要求是适时的,这时各种资源的合理调度问题就会十分突出。要实现资源的优化配置,必须依靠科学的方法加以保证。由于应急管理中所需资源存放的地点不同,资源的状态和属性不同,而且资源的配置也是随着事态的发展动态变化的。既要满足应急需要的合理配置,又要考虑能够及时地将这些资源运送到指定地点的运输方案,同时也要考虑以尽可能低的费用达到最佳的效果。因此应急资源配置问题是一个非常复杂的动态博弈问题。本文从分析应急管理的特点及应急管理资源的属性入手,将动态博弈思想应用于突发事件应急管理的资源配置中。分析了突发事件应急管理中“危机事件”与“危机管理者”之间的动态博弈过程,并以火灾事故应急救援为例,探讨了火灾抢险过程中资源调度的实际问题,达到了资源优化配置的目的。

【Abstract】 In recent years, with the growing emergency, Emergency Management of resource scheduling problems have become increasingly apparent. In specific emergency incident, it is necessary in the shortest possible time at the same time, various emergency resources transported to a number of specified location, while also dealing with such a request is timely, then the rational management of resources will be very obvious problem.To achieve the optimal allocation of resources, we must rely on scientific methods to be guaranteed. As emergency management resources required for storage in different locations, the status of resources and attributes different, and the allocation of resources is also with the developments of the dynamic changes. It is necessary to meet the emergency needs of the rational allocation, and also consider a timely manner to these resources will be transported to the designated locations transport programmer, taking into account also the lowest possible cost to achieve the best results. Therefore emergency allocation of resources is a very complicated dynamic game problems.From analysis of the characteristics of emergency management and emergency management resources, starting with attributes, dynamic game will be thinking of emergency management for the allocation of resources. Analysis of the Emergency Management "crises" and "crisis manager" dynamic game between the process and to fire in the emergency rescue example, investigate the fire and rescue resources in the course of the actual scheduling problems, to resources The purpose of optimizing the allocation.
