经济技术开发区可持续发展评价指标体系研究

【摘要】 从1984年我国设立大连经济技术开发区算起,经济技术开发区已在我国实践了20多年。在这20多年时间里,经济技术开发区数量由少到多,规模由小到大,分布由沿海而内陆,逐步发展起来,并在吸引外资、引进技术、扩大对外经贸合作、增加就业等方面,发挥了巨大的作用。现在,开发区步入“二次创业”阶段,全社会越来越关注经济增长的质量和可持续发展、竞争能力的提高。有效地评价经济技术开发区建设水平,能够了解各种因素对开发区建设的重要性,同时可以给园区的管理和决策提供依据。因此,对经济技术开发区进行科学地综合评价,对于推动我国经济技术开发区建设不断完善、健康发展,具有极其重要的意义。本文的研究目的是探讨科学评价经济技术开发区建设水平的途径和方法。首先,对国内外相关研究进行综述,简要回顾了我国经济技术开发区的发展历程,开发区存在与发展的理论基础,指出开发区的功能,并在此基础上应用系统动力学原理,对经济技术开发区可持续发展系统进行结构分析,提出经济技术开发区可划分为经济、科技创新、对外开放、资源、环境、社会6个子系统。为经济技术开发区可持续发展评价指标体系的构建奠定了理论基础。其次,对国家及江苏省原有开发区评价指标体系进行分析,并指出特点和不足。在认真分析了开发区评价指标体系功能的同时结合原有考评体系,以经济技术开发区可持续发展系统结构分析为理论基础,从建设水平和发展能力两个维度构建了包括6个一级指标、27个二级指标的经济技术开发区可持续评价指标体系,并对指标体系各层次及各指标进行阐述。再次,提出了综合赋权—模糊综合评价模型,详细论述了运用综合赋权法确定指标权重和运用模糊综合评价法进行综合评价的具体步骤。最后,对江苏省68个开发区进行综合评价和系统聚类分析,并给出政策建议。文章最后总结性的提出论文研究成果和不足之处。

【Abstract】 In this thesis, a study on sustainable development evaluation indicator system of economic and technological development zone (ETDZ) is carried out. From 1984 our country establishes Dalian an economic and technological development zone, the economic and technological development zone has already practiced in our country for 20 years. In this 20 years, economic-technical development zone quantity is more by stopping arriving at, scale grow from a small beginning into a mighty, distribution has developed from littoral to inland, step by step, has brought the gigantic effect into play and in the field of attracting foreign capital, introduction of new technology, expanding foreign economic and trade cooperation, increasing employment and so on. Now, the development zone steps into "start a new undertaking" entire society pay close attention to for the economic growth mass and the rise may continue developing, making more competitive. Construction level appraising an economic-technical development zone effectively, be able to know the significance that the various factor builds to the development zone, the administration and decision-making being able to give a garden area at the same time provide a basis. Overall evaluation therefore, carrying out the science field on the economic-technical development zone, construction perfects unceasingly, health development, has extremely important significance to the economic-technical development zone driving our country.The main body of this thesis research purpose is to discuss science estimating that the economic-technical development zone builds horizontal approach and method.First, relevance research is in progress to home and abroad sum up. Brief the course having recollected, the rationale there existing in development zone and developing, the function pointing out a development zone, the basis goes to and application system dynamics principle here, 6 build carrying out structural analysis on economic-technical development zone sustainable development system, drawing an economic-technical development zone but dividing for economy, new idea in science and technology, opening policy, resource, environment, society is systematic. The structure appraising index system’s for economic-technical development zone sustainable development is built having establish a rationale.Secondly, to the country and the Jiangsu province, the original development zone estimates that index system carries out analysis, and points out the characteristic and deficiency. The system appraising the original test and assessment of functional index system simultaneous be tied in wedlock in having analyzed, a development zone carefully, takes economic-technical development zone sustainable development system structural analysis as rationale , the economic-technical development zone having built build including one-level 6 indices , 27 two stage indices may continue appraising index system, and every arrangement of ideas and every index are in progress to index system from the two coordinate degree building the level sum developing an ability to expound.Thirdly, a model of Synthetically Confirm Indicator Weight—Fuzzy Comprehensive evaluation is designed. Then detailed described for steps of using the method of synthetically confirm indicator weight procession and fuzzy comprehensive evaluation to make a comprehensive evaluation is provided.Finally, the clustering carrying out the overall evaluation and system on 68 Jiangsu province development zones is analyzed. Final summary of article proposed research results of this article and the deficiency.
