【摘要】 社会保障问题是国家最重要的经济社会制度之一。中国社会保障制度呈现二元化特征,即城乡二元社会保障制度。我国社会存在的这种城乡分割的二元社会经济形态,在农村主要是以土地作为农民生存保障的基础,因此农村的社会保障事业有别于城镇,对农村社会保障制度的研究也应有别于城镇社会保障制度。在农村的所有问题当中,农村社会保障制度是国家社会保障的重要组成部分,而且是一个十分重要而又非常突出的问题,它关系到广大农民群众的切身利益,是社会稳定与国家长治久安的重要保证。在众多的化解矛盾与调整利益的机制中,社会保障是协调当前社会经济发展、缓解社会矛盾的最直接最有效的手段,更是构建和谐社会的最基本制度。无论是在追求和谐社会过程中还是未来的和谐社会,社会保障无疑都是实现和谐的基础性的平衡稳定机制。农村社会保障制度是社会保障体系的有机构成,大力推进农村社会保障体系的建设,对于促进城乡协调发展,维护农民利益,保持社会稳定,促进农村和谐社会的形成,都具有重要意义,而我国至今日还未曾建立起有效的农村社会保障制度。几十年来,我国在农村社会保障制度方面采取了一系列的措施,对于保障广大农民的基本生活,维护农村的稳定发挥了一定的作用。但是,同时我们也应清醒的看到,目前农村社会保障还比较薄弱,中国的大多数城市居民可以享受到国家和社会给予的养老、医疗、失业、工伤、最低生活保障等项目齐全的城市社会保障,而大多数农民却只能生活在项目残缺的农村社会保障下,独自承担着巨大的风险。随着社会的变迁,农村经济体制改革的深入以及我国加入WTO,使得我国农村社会保障制度暴露出许多急待解决得问题。本文针对我国农村社会保障实践中存在的问题,提出了一些改进的对策,同时也为构建和谐社会添砖加瓦。更多还原

【Abstract】 The social security question is one of the national most important economic society systems. Social security system of China presents the dual characteristics, namely the urban and rural social security system. Our country social being this kind of city and countryside division dual society economic form, mainly is survives the safe guard foundation in the countryside by the land as the farmer, therefore the countryside social security enterprise does not have to the cities, also should not have to the countryside social security system research to the cities social security system.All the problems in the rural areas, the rural social security system is the important national social security component, moreover is extremely important and the also extremely prominent issue, it relates the general farmers populace’s vital interest, is social stability and the national long-term peace and good government important guarantee. In many resolve contradictions and interests of the adjustment mechanism of social security is to coordinate the current socio-economic development, alleviate social contradictions of the most direct and effective means of building a harmonious society is the most basic system. Whether in pursuit of a harmonious society or the future course of a harmonious society and social security are undoubtedly the basis for achieving a harmonious balance and stability mechanism. The rural social security system is the social security system of organic composition, vigorously promoting the rural social security system building, promoting coordinated urban and rural development, and safeguarding the interests of farmers, and maintaining social stability and promoting the formation of a harmonious society in rural areas, is of great significance, but today also not to create an effective social security system in rural areas. Over the past decades, social security system in rural areas of China has taken a series of measures to guarantee the basic livelihood of the majority of farmers and maintaining rural stability play a certain role. However, at the same time we should also be clear that the current social security in rural areas is still quite weak, the majority of China’s urban residents can enjoy the state and society to pension, medical care, unemployment, work-related injury, the minimum livelihood guarantee complete projects such as the urban social security, and most of the farmers can only living in incomplete projects under the Rural Social Security alone bear the enormous risks. Along with the change of society and the rural economy and the deepening reform of China’s accession to the WTO, making rural social security system of China exposed to solve many pressing problems. This article question which exists in view of our country countryside social security practice in, proposed some improvements counter measures, simultaneously also for construct the harmonious society to contribute labor and materials.更多还原
