【摘要】 在农村合作医疗中,资金是制约合作医疗发展的瓶颈,稳定的资金来源是确保新型农村合作医疗制度得以持续、健康发展的基础和保证。因此,筹集资金是合作医疗能够健康运行的先决条件,也是合作医疗持续运行的首要关键点。我国农村合作医疗前两次实践失败的经验告诉我们,筹资制度不合理是传统农村合作医疗瓦解的关键原因,筹资困难是我国重建期农村合作医疗发展最主要的障碍之一。同时,在我国正在实施的新型农村合作医疗时期,筹资制度不完善依然困扰着我国的新型农村合作医疗制度,制约着我国新农合的发展。本论文正是基于这样一个背景下产生的。文章首先通过对我国农村合作医疗的筹资政策的历史与现状的分析,得出我国新型农村合作医疗制度较之前两次失败的合作医疗在筹资政策上有了较大进步和完善,有利于切实解决农民群众的“因病致贫、因病返贫”问题。在此基础上,本文通过分析陕西省在试点过程中合作医疗筹资的具体现状,并从三方利益相关主体出发,找出筹资运行中存在的主要问题,并剖析出现这些主要问题背后的深层次原因。最终笔者通过借鉴国外先进经验和吸取国内省份筹资运行中的教训,提出了完善陕西省新型农村合作医疗筹资问题的些许建议,以完善陕西省新型农村合作医疗筹资问题,促进合作医疗的健康持续发展。更多还原

【Abstract】 In the rural cooperative medical system, Capital is constraining the development of rural cooperative medical. A stable source of funds is foundation and guarantee which can ensure that the new rural cooperative medical system develop stably and healthily. Therefore, Financing is critical to Rural Cooperative Medical System (CMS). The problem of financing had been preventing the development of CMS all the time. Unreasonable financing system led to the collapse of traditional CMS.The two failure practice of rural cooperative medical tell us that unreasonable financing system led to the collapse of traditional CMS. Meantimes, our country is in the implementation of the CMS period, the financing system is still imperfect plaguing China’s CMS.CMS was trapped by the faulty of financing system. This is the background of this paper. Firstly through analyze the history and current conditions of financing policy in our country’s rural cooperative medical system in this paper, reached that CMS of our country has more progress and improving in financing policy prior to the before. It is a effective measure to solute the peasants’ problem of the alleviation of peasants’ poverty caused by disease. On this basis, based on the analysis of concrete present situation of financing about the process of experimenting in Shaanxi Province this paper, and find out why financing hard from three of the main stakeholders.Then Identify financing for the operation of the main problems, and analysis of these issues in the underlying causes. Also proposed that some suggestions to perfect CMS of Shaanxi province from learning advanced experience abroad and lessons domestic provinces.
