我国政府调控居民贫富差距问题探讨

【摘要】 随着我国经济的快速发展,在诸多主客观因素的影响下我国社会的贫富差距问题不断凸显。目前我国正处于全面建设小康社会的关键时期,贫富差距的不断扩大给国家、社会带来了一些消极作用,成为构建和谐社会亟待破解的难题,也是推进改革开放向纵深方向发展所必须解决的新问题。因此,缩小我国居民的贫富差距已成为社会各界的共识。而在缓解日益突出的贫富差距问题过程中,政府作为社会公共管理的主体,应该承担起调控贫富差距的主要责任。本文由导论、正文五章和结语构成。导论部分主要论述了选题的背景、意义、研究现状、研究思路以及研究方法。正文的第一章在论述贫富差距存在历史必然性以及世界广泛性的基础上,从基尼系数、城乡居民贫富差距、地区间居民贫富差距、行业间居民贫富差距等方面具体分析了我国贫富差距的现状。第二章从消除贫富差距扩大所带来的危害、从实现共同富裕的理想、从政府承担的社会公平正义责任以及政府在调控过大贫富差距的比较优势等方面来论述调控的必要性,为政府承担调控责任提供理论和现实依据。第三章分析了我国政府在调控贫富差距过程中所存在的问题,主要表现在传统政府管理模式存在弊端、政府控制贫富差距乏力、政府宏观政策偏好、政府规范初次分配不力、政府再分配能力不足等方面。第四章主要从逐步完善收入分配制度、实施统筹城乡发展的政策、实施西部大开发协调区域发展、限制行业垄断等方面论述我国政府在调控居民贫富差距方面所做出的努力。第五章针对我国政府如何调控居民贫富差距的问题,提出包括引进现代治理理论实现政府管理模式的转变、规范收入分配秩序以营造公平环境、统筹区域协调发展缩小地区差距、强化再分配功能等多方面的对策建议,以期进一步切实有效地解决我国的贫富差距问题。本文从政府调控的角度对我国贫富差距问题进行分析,试图为政府解决贫富差距问题提供一些对策建议,这对于顺利实现我国经济社会发展的重要目标,建设社会主义和谐社会具有重要战略意义。更多还原

【Abstract】 Along with China’s rapid economic development, many objective and subjective factors make China’s current social problems highlighted the gap between the rich and poor. At present it is a critical period for China to build a well-off society, the expanding gap between rich and poor economic growth will affect social stability and make negative effects to the whole country. And the accelerated expansion of the gap between the rich and the poor is urgently need to be solved before we can build a harmonious society, and it is a new issue before us to promote reforming and opening up comprehensively in the depth direction. Therefore, narrowing the gap between rich and poor has become the consensus of the community in China. During the mitigation of the gap between rich and poor, it has become increasingly obvious that, government, as the main body of social and public management, regulation and control, should assume the primary responsibility.This thesis consists of introduction, main body and conclusion. The main body is developed from five chapters to launch treatise. The introduction discusses the background of the project, the significance of the project, the research ideas, the research Methods and the research status quo of the project. In discussing the gap between rich and poor existence history necessity and extensively sexual foundation in the world, the first chapter of the main body concretely analyzed the present condition of our country’s gap between rich and poor, from the aspects of Gini coefficient , city country residents’ gap between rich and poor, region residents’ gap between rich and poor, profession’s residents’ gap between rich and poor etc. Mainly from the views of elimination of the widening gap between the rich and poor damage caused by the realization of common prosperity from the ideal, from the government’s commitment to social responsibility, as well as fairness and justice and the comparative advantage for government to control the gap between the rich and the poor in terms of the need for regulation, the second chapter is the analysis to the necessary of government to regulate and control excessive gap between rich and poor for the purpose of providing the theoretical and practical basis for government to undertake the responsibility. The third chapter of the main body analyzed the Chinese Government in the process of adjusting to control the gap between rich and poor in the problem exist, whose main performance is in the aspects of traditional government management style existence irregularity, government control the gap between rich and poor be tired, the government macroscopic policy hobby, the government norm first time allotment not the dint, government assigns ability again shortage etc. Chapter IV, We discussed that, the Chinese Government has made great efforts on the regulation and control by the gap between rich and poor, mainly from a gradually improving income distribution system, the implementation of the policy of coordinating urban and rural development, development of the western region to coordinate regional development, and restrictions on trade monopoly. Fifth chapter, in allusion to control the gap between rich and poor residents, we proposed various suggestion, including the introduction of modern management theory to realize the changing pattern of government management, standardizing the order of income distribution so as to create a fair environment, coordinating regional development for narrowing the gap between regions, and strengthening the redistribution function, so that the problem of the gap between rich and poor may be solved effectively.This paper in view of government regulation and control to the gap between rich and poor, attempt for the Government to provide some proposals to deal with this, and this will have strategic significance for the realization of China’s economic and social development of the important goals, and for the building of a socialist harmonious society.更多还原
