信息化环境下图书馆业务流程重组应用研究

【摘要】 目前,我国大部分图书馆已经基本完成对传统业务的自动化改造,而由信息技术的应用引发的业务流程改造还处于探索与经验积累阶段。目前大部分图书馆的业务部门包括采访、编目、流通、阅览、技术与参考咨询部,它强调的是部门的独立性,部门之间缺乏有效的信息沟通,存在信息壁垒。数字化资源在总体资源体系中比例的提高,需要有与之相适应的管理技术与手段对不同载体的资源进行集成化管理。图书馆业务流程重组的基本目的,是以信息技术为管理支持手段,最大限度的实现技术上的功能集成和管理上的职能集成。本文试图对图书馆业务流程的核心流程进行深入研究。首先,从物质流和信息流两个角度分析了传统图书馆业务流程和复合图书馆的业务流程。传统图书馆业务流程在信息化环境下存在着诸多弊端,其组织结构也不能适应用户的需求,复合图书馆是大学图书馆发展的方向。本文分析了复合图书馆的特点、复合图书馆建立的基础和影响复合图书馆业务流程构建的主要因素,基于复合图书馆业务流程产生的背景,提出了复合图书馆业务流程设计的基本目标与要求,探讨了复合图书馆业务流程实施方案的基本框架,从信息输入模块、信息管理模块和信息输出模块三大业务模块进行分析,初步形成了基于信息流的复合图书馆业务流程重组模型。并以天津工业大学图书馆为例,建立了以用户为中心的并不断满足用户信息日益增长的适合馆情发展的业务流程体系,希望能为大学图书馆的管理提供了一个可供借鉴的、操作性强的管理模式,对大学图书馆BPR模式的变革和创新提供一定的参考价值。

【Abstract】 Currently, majority of libraries already basically completed to the traditional service automated transformation in our country, but business process caused by the information technical application the reformation is still placed in the quest and experience stage. At present, the majority of libraries business agency including the interview, the catalog, the circulation, the reading, the technology and the reference consultation department, what is emphasized the independence of the section, between the departments, lacked the effective information communication, existing information barrier. Because the proportion of digital resources in the overall resources system was enhanced, needing to have the management technology and the method which adapts with it to the different carrier resources carries on the integrated management. The basic purpose of the library business process reengineering, is take the information technology as the management support method, maximum limit realizes in the technical function integration and the management function integration.This article attempts to carry on a thorough research to the core process of library business process. First, from the material flow and the information flow that two angles analyzed traditional process and hybrid library of the library business process. The traditional library business process exists many irregularities under the information environment, its organization structure can’t adapts the need of customer, either, hybrid library is the university library development direction. This article analyzes the characteristics of the hybrid library, the foundation of hybrid library and the influence hybrid library business process constructed, based on the background of hybrid library the business process, proposed the hybrid library information flow design basic goal and the request, discussed hybrid library business process the basic frame of the implement project, from the information load module, including the information management module and the information output module three big services modules, initially has formed based on the information flow hybrid library service flow reorganization model. Take Library of polytechnic university of Tianjin as an example, building up taking customer as center and satisfied the development of a customer information need that business process system, the management which hopes to be for the university library provided the possible and operational model, providing the certain reference value to the university library business process reengineering modal for transformation and the innovation.
