河北省人口与人力资源信息系统研究与设计

【摘要】 建立一个以公民身份证号码为唯一代码,具有权威性、基准性、基础性和战略性的、人口与人力资源信息信息系统,实现人口与人力资源的信息共享,对有效地实施人口战略、为行政管理流程的优化创造条件,提高政府在公共管理服务水平和服务能力具有十分重要的意义,也是河北省电子政务建设的重要组成部分。本文通过调研与实证研究方法,分析了国内外电子政务发展现状和趋势,剖析了建立人口与人力资源信息系统的研究内容和重要意义,系统地阐述了人口与人力资源信息系统的设计建设目标和原则;进行了详细的需求分析;利用CU矩阵和敏感度分级的方法,对涉及人口与人力资源的信息进行了关联性分析、数据流程分析;提出了人口与人力资源信息系统的网络框架、拓扑结构和数据系统设计,介绍了主题数据库、数据仓库等设计方法以及应用系统和决策支持系统的设计;提出了人口与人力资源信息系统的信息安全体系结构;提出了人口与人力资源信息系统的运行保障机制。更多还原

【Abstract】 The information systems of population and human resource are established and take the citizen ID card number as code only, which possess authority, benchmark, foundation and stratagem, carry out the information share of population and human resource, to valid implement population strategy, create a condition for optimizing the administration flow and raise a government at the level and ability of public management service work have very important meaning, is also importance constitute part of electronics governmental affairs in Hebei province.This paper analyzes domestic and international development present condition of the electronics governmental affairs and trend through investigation and substantial evidence, and anatomizes the research contents and important meaning to construct the information system of population and human resource, systematically elaborated target and principle of the design construction of the information system of population and human resource; Carried on detailed need analysis; Make use of the analysis method of CU matrix and sensitive degree, a connection analysis and data process analysis to the information which involves population and human resource were implemented; The network frame, topology structure and data system design of the information systems of population and human resource were presented, to introduced the design method of topic database and data warehouse and the design of application system and decision support system; Put forward the information safe system structure and the guarantee mechanism of the circulate of the information system of population and human resource.更多还原
