【摘要】 本论文研究的重点是陕西省煤炭行业管理体制创新。煤炭资源是保障我国社会主义市场经济发展的最重要的基础能源,而煤炭行业管理体制是我国煤炭行业健康发展的决定性因素之一。煤炭管理体制是关于煤炭行业管理机构设置、管理权限划分和调控管理方式等方面的制度体系,是煤炭管理机构依据一定的法律法规和有关政策对煤炭发展战略、煤炭资源规划、煤矿安全、矿区环境、煤炭资源城市转型等方面进行宏观管理的各种行为关系的总和。本文从当前的煤炭行业管理体制的缺陷与不足的角度,来分析陕西省煤炭资源勘查与开发利用中的损失和浪费问题、煤炭资源开发利用中的生态环境破坏问题、煤炭生产中矿工职业安全问题等。而后,以市场经济国家的煤炭管理体制为研究对象,探讨了市场经济国家煤炭管理体制的一般特点,及其对陕西省煤炭管理体制创新的启示。在此基础上,运用马克思主义的基本原理和现代西方经济学的有关理论,结合陕西省煤炭工业的实际情况论证了创新煤炭管理体制的客观必然性;同时探讨了由煤炭行业特殊性所决定的可能出现的市场失灵及加强政府管理的必要性。并在以上分析的基础上,提出陕西省煤炭行业管理体制创新的构想,并将论文中所阐述的煤炭行业存在的问题纳入这一创新构想中解决,希望对陕西省乃至全国的煤炭行业可持续发展得以实现有借鉴作用。在我国建设节约型社会、和谐社会和小康社会的今天,加强对煤炭行业管理体制的研究,构建科学的煤炭管理体制具有重要的意义。更多还原

【Abstract】 This paper focus on the study of promoting innovative system of Shanxi’s coal management..The coal source is relation to the national economy and the people’s livelihood as one kind of the foundational energy sources. Coal industry management system is about the establishment of coal industry management organization, the distribution of management power and the regulation of management approach. In other words, it is the summation of various behavior relations, such as the management of coal development strategy, the regulation of coal resources, the control of coal mineral safety, the governance of mineral environment and the transformation of coal-oriented cities.In the essay, the author analyzes many problems existed in current management system. Then, the author proves that current management system, being unable to meet the requirements for the development of coal industry, has resulted in long-tem problems such as disordered development, frequent coal-related disasters and the pollution of mineral environment as well. Next, the author, taking the western countries’coal management systems as the subject, discussed the general features of the coal management systems of market-oriented countries and their resulting enlightenment to our country. Based on the mentioned above, the author, with the help of the basic principles of Marxism, the related theory of modern western economics and true facts of Shanxi’s coal industry, pointed out that it is necessary to innovate Shanxi’s coal management system. Furthermore, the author also discussed the potential market failure caused by coal industry’s particularity and stressed the importance of the coal management system is a necessary path to healthily develop Shanxi’s coal industry.In nowadays of building extensive society, harmonious society and Xiaokang society, reinforcing the study of promoting innovative system of coal management and constructing the scientific system of coal management have the important meaning.更多还原
