海外资金管理模式探索

【摘要】 从现代经济的发展看,大型集团公司的财务与资金管理日益趋向高度集中是历史的必然。但是,现实中大多数企业集团内部还没有形成高效集中的资金管理协调系统,从整体发展的战略高度来统一安排投资和筹资活动,无法对整个企业集团实施有效控制,这种缺乏一体化的资金管理,不能使资金得到合理配置和优化组合,使得维系企业集团的资金纽带松弛,企业内部缺乏凝聚力,整体优势大大削弱。企业集团资金管理在运作中通常实行局部简单的财务管理,资金的收支缺乏筹划和控制,资金流量不平衡,资金占用和投融资缺乏严密的科学计算和有效的约束,资金专业化管理和综合性功能无法发挥。同时中国国企和民企在国际化及向海外市场扩张的同时,也开始着眼于全球性或区域性的资金管理。本文针对中国国际航空公司大量国际收支款项的情况,对新的海外资金集中管理模式作初步探索研究。设想利用海外营业部所处国家的金融优势,建立区域资金管理中心,重新规划资金流动渠道。希望通过有效的全球流动资金管理,航空公司可以实时监控企业拥有的各种货币资金数额,集中控制流动资金,加快闲置资金回流速度,从而更有效地控制外汇风险,避免不必要的借贷和财务支出,统一运用闲置资金以获得较高的回报率,达到规避外汇风险、降低财务费用,提高资金利用水平的管理目标。本文分七个章对国际化航空公司海外资金集中管理模式进行阐述。第一章绪论对本文要研究什么问题,如何切入,有何意义作了简要概述。第二章进行资金管理的文献综述及评述,介绍资金管理的经验和实践。第三章、第四章通过对国内外资金管理模式的介绍,以及国际化航空公司海外资金管理情况的分析,并用对比分析的方法从各种资金管理模式中得出适合国际化航空公司的资金集中管理模式。第五章海外资金管理新模式的可操作性分析,通过swot分析,找出航空公司建设海外资金中心现有的优劣势和面临的挑战以及对策。第六章,方案设计,提出建设国际化航空公司的海外资金集中管理新模式及具体的方案构想。主要从海外资金集中管理模式的架构思路、设置、资金流动以及模式管理的预期目标等出发,阐述海外资金集中管理新模式。第七章结束语,为获得可持续健康的发展,国内航空公司必须跳脱原有的资金管理思维定势,从管理上下功夫,不断改善经营管理,改善公司的财务管理,强化资金集中管理,这样我国航空公司才能跻身于世界一流航空公司之列。

【Abstract】 With the development of the modern economy, the finance and capital management for a big group is increasingly heading for a high degree of centralization. However, in reality, it hasn’t form an efficient and centralized finance management system in most of the enterprise groups to unified arrange the investments and financial activities from the view of overall development, which leads to the lack of effective control to a group. Moreover, the rational and optimal allocation of resource and capital can’t be achieved due to the lack of unified capital management. The enterprise groups still maintain the relaxation bond funds. The advantages of being a large scale group can’t be made fully use of as well. Presently, enterprise Group in the operation of fund management is usually a simple local financial management, financial planning and the lack of income and expenditure control, the flow of funds imbalance, the amount of funds used for financing and the lack of strict scientific computing and effective restraint, professional management and integrated capital sexual function can not play. Meanwhile, China’s state-owned enterprises and private enterprises in the international market and overseas expansion, but it also started focusing on the global or regional fund management.The new centralized management of capital is explored and researched based on the facts of a large number of international revenue and expenditure of Air China. Envisaged by the Department of overseas business in which the country’s financial advantages, the establishment of a regional fund management centre, the re-planning funds flow channel. Hope that through effective global liquidity management, real-time monitoring airlines owned the amount of monetary funds, liquidity and centralized control, idle speed up the rate of return to capital in order to more effectively control foreign exchange risks, avoid unnecessary expenditure and financial lending , the uniform application of idle funds to obtain a higher rate of return, to avoid foreign exchange risk, lower financial expenses, and raise the level of use of funds management objectives.This paper consists of seven chapters describing the international airlines overseas capital centralized management model described. Chapter 1 is the introduction of this paper to present the content and way that will be described in this paper. A brief overview of the significance is proposed as well.Chapter 2 is about the funds management and the review of the literature on funds management experience and practice.Chapter III, IV through the domestic and international funds management model, as well as the international airline of overseas capital management in the analysis and comparison analysis of the methods used from a variety of funds management models come for the international airline of the concentrated fund management model.Chapter V overseas capital management of the new operation mode of analysis, through SWOT analysis, identify the building of overseas funds Airlines Center and the existing advantages and disadvantages as well as the challenges facing the countermeasures.Chapter VI, solution design, proposed the building of the international airline of overseas funds and the new model of centralized management of specific options and ideas. Mainly from the overseas capital centralized management structure ideas, settings, as well as cash flow management model of the expected objectives, overseas funds focused on the new management model.Chapter VII concluding remarks, in order to obtain sustainable and healthy development of the domestic airlines must go beyond the original fund management thoughts, but from the management efforts, and continuously improve their business management, improve the company’s financial management, and strengthen centralized management of funds, so Air China will place on the list of world-class airlines.
