【摘要】 创新型城市建设是创新型国家建设的重要组成部分,为了提升城市自主创新能力和国际竞争力,我国许多城市相继提出了建设创新型城市的目标和任务。加强对创新型城市的研究,既有助于提升城市综合竞争力,又裨益于国家创新体系建设的整体目标。本文首先对创新型城市的内涵进行了界定。创新型城市是指能够激活创新意识,集聚创新资源,发挥创新作用,创造创新成果,把创新作为基本驱动力推动其发展的城市,它对所在城市群或更大范围内的其它区域具有高端辐射与引领作用。其次,本文从技术创新、知识创新、制度创新、服务创新、文化创新及创新环境六个方面,遵循综合性、可操作性、引导性原则,阐述各测度指标选取的依据,设计创新型城市的综合测度指标体系。该指标体系由6类29个具体指标组成。然后根据上述指标体系,对上海、北京、深圳三个典型创新型城市的现状逐一进行比较分析。在单项分析的基础上,再运用层次分析方法,对这三个城市的综合创新能力进行定量评价,揭示其主要特征与差异。最后,通过上述分析研究,根据上海的实际情况,提出了若干具体的对策建议。更多还原

【Abstract】 The construction of innovative cities is important for constructing an innovative nation. In order to promote city’s independent innovative ability and international competitiveness, many cities in China have successively put forward the targets and missions for constructing innovative cities. The research of innovative city will not only contribute to promoting city’s competitiveness, but also benefit the construction of the whole national innovative system.Firstly, this thesis defines what’s an innovative city. Innovative city is the city that can activate innovative consciousness, agglomerate innovative resources, and produce innovative output; the city whose development is pushed by innovation as the basic driving; and the city that can drive other cities’s development in the same district, or even in other districts.Secondly, from the aspects of technique innovation, knowledge innovation, system innovation, service innovation, culture innovation and innovative surrounding, and following a comprehensive, maneuverable, and guiding principle, this thesis designs a comprehensive evaluation index system for innovative city, and analyzes the selection basis for each evaluation index. The index system consists of 29 indexes belonging to 6 catigories.Thirdly, with the index system, this thesis analyzes and compares current conditions of innovative city construction for Shanghai, Peking, and Shenzhen, three typical cities in China. Based on single item analysis, AHP analysis method is used to carry on quantitative evaluation for comprehensive innovative ability for the three cities, so as to find their main characteristics as well as differences.Finally, based on the research and analysis above, this thesis puts forward concrete suggestions according to the actual conditions of Shanghai.更多还原
