【摘要】 煤炭资源是保障我国国民经济发展最重要的基础能源。近年来,随着煤炭资源的破坏和生态环境之间矛盾的日益激化,以及由于触目惊心的矿难所引发的社会不良影响日益严重,如何实现我国煤炭行业的可持续发展已成为一个极其重要的课题。本文力图用公共治理理论、政府经济学、行政体制改革理论等方面的基本思想和观点,阐述政府在煤炭资源管理中所起的“发动机”作用。通过采用比较分析和经验分析的研究方法,从分析我国煤炭行业管理体制的现状入手,论述了煤炭资源的内涵和外延,特殊地位及战略地位,同时在充分借鉴国外主要产煤国家煤炭行业管理体制经验的基础上,从煤炭资源战略管理、宏观调控的角度,创造性地提出深化我国煤炭行业管理体制改革的构想,使政府“看得见的手”和市场“看不见的手”共同发挥作用。目前,我国正处于构建和谐社会的关键时期,为保障我国煤炭能源的安全,政府必须采取措施,积极推动行业发展,深化煤炭行业体制改革,建立一个完善的煤炭行业管理体系,探索一条符合我国市场经济特色的煤炭行业管理体制改革发展之路,从而实现我国煤炭行业的可持续健康发展。更多还原

【Abstract】 The administration framework of coal industry is a kind of system concerning the setting of coal industry administration institution,the compartmentalization of administration purview,the regulation and control administration mode,etc. It is a summation of all kinds of behavior relationship that coal industry administration institution administers coal industry development stratagem,coal resourse programming,coal mine security,the environment of coal mine area, the industrial structure transformation of coal resourse city macroscopically according to stated laws,statute and involved policy.Firstly,the history evolvement and the basical status of actual coal industry administration framework is introduced briefly in this paper.Then the matter such as overfull administrative intervention of industry administration department, industry administration system weakly, the right and obligation unclearance of each function administration department,multi-leadership administration situation serious and its ill influence is analyzed.Further more,actual framework is demonstrated that it can not meet the requirement fo coal industry development healthily and it is the essential reason of disordered exploitation of coal resource,coal mine tragedy occuring continually, coal mine area environment pollution,the lack of persons with ability working in coal industry, these problem has not been solved for a long time.secondly,the coal administration framework and experience of some main coal producing foreign countries is regarded as study objects,the general characteristics of market economy coal industry administration framework and what it brings inspiration to China coal industry administration framework reform is researched.Based on it,the involved theory such as public administration and government controlling is exercised,the impersonal inevitability of China coal industry administration framework reform is demonstrated combining with China coal industry actual situation.At the same time,market malfunction confirmed by special and strategic status of coal industry and necessity of government controlling strengthening is argued.According to theoretical analysis from several aspects hereinbefore,actual coal industry administration framework reform is impersonal requirement of China coal industry healthy and sustainable development is demonstrated.Based on above-mentioned analysis,instructional thinking, fundamental principle, general objective, innovation mode, ensuring measure of China coal administration framework innovation.The administration framework of coal industry that should be centralized and unitive,professional and authoritative,adaptive to market, macroscopical supervising should be constructed.As we all know that coal industry administration framework reform is an arduous and complicated systematical engineering indeed,it needs necessary conditions.Some of these conditions have been provided so far,others need to be created.If only we insist on regarding Scientific Outlook on Development as creed, according to the spirit of the 17th National Congress of the Communist Party of China,deepen administrative framework reform farther,make great efforts on constructing coal industry administration framework that adaptive to China market economy, resplendence of China coal industry sustainable development must come to be true soon.更多还原
