【摘要】 近几年,随着国家宏观经济的快速发展,以及振兴东北老工业基地政策的出台,吉林市电力需求持续较快增长。吉林松花江热电有限公司做为中国电力投资集团公司控股的一家国有发电企业,一期工程自2002年投入商业运营以来,一直是吉林市的主力发电供热企业。为了更好的发挥热电联产企业在城市配套基础设施中的重要作用,加快完成吉林省“十一五”期间的节能减排工作目标,适时建设大型燃煤供热机组已势在必行。本文通过运用现场调研法和结构分析法,根据电力行业发展规划和吉林市热电联产规划,对吉林市的供热现状和电源现状进行详细的分析,同时运用流程分析法和趋势分析法从项目的外部环境和内部环境两个方面得出扩建项目的可行性和必要性。通过论证和研究,最终得出结论规划建设大中型热电联产项目,实现集中供热,取消分散锅炉和小供热发电机组,对促进能源的合理和有效利用、转变增长方式、提高经济效益、减少环境污染都具有十分重要的作用和意义。更多还原

【Abstract】 Feasibility research, as a key work in the early days of a program and important ingredient in the management of the program, plays an important role in a whole program. According to the state regulationgs on new and extensive building of large pypoelectricity enterprise, National Development and Reform Commission has the authority of officially register and approvement. The program which can accord with the policy of industry development and region cscheme and can produce more social and economic benefit is the key point of the work Among numerous applies of program. So a feasibility research with much persuasion is premise for the work of the program,We first analyzed the condition of Song Huajiang power plant and the market development in its subordinatial area.Jllin ,as the important centre city of Jilin provence ,becomes the industrial base which mainly develop in the chemical industry,and the tourist city in the northeast china.Acording to the overall plan of Jilin city ,the urban construction and development follows the hamonious and sustained development in the aspect of economy,society,population,enviroment and resource,and the general goal of urban development is to have the Jilin become the modern city which has the favourable environment,the perfect infrastructure,the good urban management and socialized services,the advanced socialist spiritual civilization and the coordinating development of society economy and environment. .After running of the business from 2002,the first period project of Jilin Song Hua Jiang power plant ,the electric power investment group of china ,offers the vapour for the industrial use and the civil heating in the nearby enterprise and the two district.The market opportunity of constructing this program will be found out at the basis of analysing the urban heating and the electric power.As the urban infrastructure,the heating project is known as the“project for the people’s livehood”which really affects the people’s live,so it must grow with the rapid development of urban construction for adapting to this.Then ,there are a lot of problems to be solved in the recent heating situation:1.The increase of heating burden exceeds the construction speed of heating plant ,so it needs to be extended. 2.The number of the regional boiler room is less than the little boiler and the boiler burning the coal powder,so it can’t adapt to the commercialization heating because of the serious waste of energy resources and environment polution,the bad economic benefits,a large number of the hidden danger in safety.3.The style of heat source can’t satisfy the request for the enbironmental protection and economy of energy.Under the lack of energy resources,we need to study of developing the new energy and forward energy structure.4.The irrational problems need to be solved on the poor effect for the economy of energy,the waste of energy resources and the unbalance of its system etc.In Jilin provence,the rapid development on the request for the electric power is the character of industry development during the eleventh five year’s plan.The proportion of the thermal power plant is very small,not enough for 300MW in this region,especially for the Jilin city and Changchun city locating in the centre of the consumption of energy,where there are only 200MW for each thermal power generation plant.In the Jilin city,the capacity of the firepower epuipment is only about 50 percent of the total capacity of the waterpower and the firepower equipment.The pace of developing the large scale of thermoelectric unite is very slow.At the end of 2006,the total electric consumption is more than the biggest capacity supplied by the electrical power equipment in the Jilin city.On the basis of predicting and analyzing the consumption market of the power ,the biggest capacity of supplying the vapour and heat is 460t/h and 330MW after putting into production.In the future,we put the power plant and boiler room into the unite heating system.According to analyzing the layout of energy resources and protection of power development ,and predicting the consumption of energy,the two 300MW equipment will be put into production,so that it can improve the capacity of supplying electricity.It is necessary to improve the capacity of supplying electricity,release the compress of the power consumption,ensure the quality of voltage,and cut down the consumption of power.At the same time of analyzing the external environment,we also analyze the reliability snd the feasibility about offerring the water and the fuel.In analyzing the field for the construction,our layout of the field is reasonable and accordant with our country’s policy of saving the field,so that this program shows the superior and the feasibility in the interior environment.We also investgated the heat and electricity supplyment in the program district and worked out problems existed and needed to be handled.Followed these analysis, we carried out feasibility research on the current situation about market of heat electricity in the program area and the external environment of the program. We analyzed the effect that the program would bring to the distribution of regional power and the ensurement of electricity development; the reinforcement regional environmental protection. We also analyzed the internal environments such as water and fuel supply and construction ground at the same time to ensure the feasibility of the program.After the feasibility evaluation of the program, we still judged the social feasibility by the social impact and the local acceptance etc. Based on these findings, we introduce strategies and suggestions to coordinate the relation between the program and local society; avoid social risk; facilitate the smooth practice of the program; strengthen the necessity of the program.Fully evaluation and scientific estimation are carried out in this essayon social effects which will be brought about to local district by this project.The project is the concrete personification about implementation of development of the scientific outlook,construction of the resouece-saving and harmonious society,and fullment of the energy-saving and exhaust-decreasing strategy.To make sure that economy and society of JILI keep on development persisitently and actively ,the demand of energy resources rise continously with people’s living standard,and the development of energy resouces coordinate with economy society and environment,the grave ajustment of the arrangement of thermoelectric unite will be enforced. After this project was bulit up,the contradict of the supply and demand would be relieved,the abundance and validity of power supply would be enhanced;meanwhile,the area of concentration of power supply provided by thermoelectric unite would be enlarged,the people’s living stardand would be hastened.The most important contributiong of this project is the improvement on enviroment.Because of the rapid industrial development an large scale constructiong of residential buildings,the quantity of industuial gas and heat increase quickly.Low thermal efficiency , high coal consume and low separation efficiency with no sweetening equipment of a large number of scattered smalll boiler rooms ,not only waste a large anount of coal resources ,but also bring about new and severe enviromental pollution to the city. The purposes of this project are enviromental protection,energy conservation,and the improvement of living enviroment.The constuction of this project can substitute a large number of scattered smalll boiler rooms,save standard coal about 48.6*104 ton,make sure the targetes of discharged exhauts reach the standards,and create huge social effects.Eventually,the construction of this project would inevitably spur the development of industrial chain of up and down stream,For example,carrying trade,coal industry ,building material industry and so on;and profit the local economy development.We applied theory of program management in this article to deeply overall analyze the feasibility of extending of Song Huajiang power plant and work out its necessity and feasibility. In this work, there is not only the apply of theory in practice, but also can be reference for the other program with the same background.更多还原
