高等教育科类结构与劳动力市场关系的研究

【摘要】 高等教育的大众化使其对人力资源开发的重要性日益突出,但如果高等教育“开发”出来的人力资源没有被充分、合理利用,势必造成资源的巨大浪费。从高等教育自身来讲,要为提高其所开发的人力资源的利用率打下基础,关键是解决其与劳动力市场的关系问题。勿庸置疑,高等教育的科类结构是体现高等教育与劳动力市场关系的重要内在因素,它自身的合理性及其与劳动力市场的关系极大地影响了人力资源的利用率。本论文对高等教育科类与劳动力市场的关系进行了理论探讨,并以福建省为例进行实证分析,试图厘清市场经济条件下高等教育科类结构与劳动力市场的关系。本论文的主要内容包括四个部分:首先从高等教育科类结构发展的内在逻辑和高等教育的外部关系规律两个方面对高等教育科类结构与劳动力市场的关系进行了理论探讨;其次从比较的视角出发,就美国和我国高等教育科类结构适应劳动力市场的情况进行了对比分析;再次是结合调查资料,对福建省高等教育科类结构与劳动力市场的关系进行了实证分析;最后针对福建省高等教育科类结构适应劳动力市场的问题提出了对策建议。本研究的主要观点和结论:第一、高等教育科类结构的发展既要遵循其内在逻辑又要受到劳动力市场的制约。第二、高等教育科类结构发展的内在逻辑与学科结构密切相关,表现为同一学科从简单到复杂不断完善,不同学科相互融合交叉的过程。第三、劳动力市场对高等教育科类结构的制约与专业结构的发展密切相关,也影响着学科结构的调整;高等教育科类结构与劳动力市场的关系问题实质上是科类结构对劳动力市场的适应问题。第四、与美国高等教育科类结构对劳动力市场的主动适应不同,我国高等教育科类结构对劳动力市场的适应具有较强的被动性。第五、十多年来,福建省高等教育科类结构在朝着适应劳动力市场的方向发展,但仍然不能主动适应劳动力市场的需求,应结合当前和今后劳动力市场发展的需要进行调整。

【Abstract】 In the Massification stage, the human resources developed by higher education plays a more and more important role. If the human resources developed by higher education are not used reasonably and fully, it will be wasted. To solve the problem, the key is to solve the relation between higher education and labor market. Discipline and specialty structure which plays an important role in higher education and its relation to labor market will affect the efficiency of human resources development. This thesis is a theoretical study of the relation between discipline and specialty structure and labor market and making Fujian province for example.This thesis consists of four chapters: first is the theory study of relation between discipline and specialty structure and labor market, second is comparison with America and China’s discipline and specialty structure adapting to labor market; third is making Fujian province for example analyze the relation between discipline and specialty structure and labor market; last is countermesure against them.Major viewpoints and conclusions of this thesis: first, discipline and specialty structure of higher education must follow its internal law and restricted by labor market. Second, discipline and specialty structure in higher education is relation to the discipline structure, which becomes simple to complicate and impacts each other. Third, restriction by labor market is relation to specialty structure. Discipline and specialty structure in higher education is adapting to labor market from passively to initiatively, which is the key to the problem. Fourth, China’s discipline and specialty structure in higher education is adapting to labor market passively comparing with America. Fifth, during the ten years, discipline and specialty structure in higher education of Fujian is not adapting to labor market initiatively. It needs to be adjusted according to labor market.
