【摘要】 秦山核电二期工程1#和2#机组作为国产化核电工程的典范,工程设备是由业主自行组织、按不同设备项目采购完成的。1#和2#机组的工程实践和连续稳定运行业绩证明这种管理模式是适用的、设备质量是可靠的。秦山核电二期扩建工程设备采购、监造管理在1#和2#机组建设经验的基础上,逐步改进、发展,在“自主采购、自主监造”的管理模式下,基本形成了系统的、程序化、规范化、信息化的管理。本文根据国内、外核电设备采购与监造管理的状况,对秦山核电二期工程、扩建工程在工程实践中探索、逐步发展成熟的设备采购与监造管理进行研究,提出核电业主群堆管理核电项目的设备采购与监造管理模式,改进与优化了核电设备采购与监造管理的工作流程,建立了核电设备采购与监造管理的程序体系,确立了核电设备采购与监造管理工作的方式方法。研究适用于核电设备采购与监造领域风险管理的方法,制订了风险识别的有效表格,确定了风险管理计划的模板。同时,本文对核电设备采购与监造的精细化管理的工作流程、方法,设备采购群堆管理策略进行了研究。本文重点研究核电设备采购、监造实施的方式方法,有效解决了核电设备采购与监造管理领域在工作层面上面临的程序化、规范化、信息化不足的问题,研究成果可供不同核电工程管理模式下的设备采购与监造管理参考。更多还原

【Abstract】 As the model of localization of nuclear power plant construction and management, the equipment procurement of unit 1&2 of Qinshan Nuclear Power PhaseⅡhas adopted the managerial pattern of“Self-procurement based on individual equipment”, which has proven to be applicable by practice as well as their continuously steady operating performance. The equipments procured have reliable quality. Having absorbed the experience of unit1&2 in equipment procurement and supervision management, the Extension Project, which follows the same equipment managerial pattern of“Self-procurement and Self-supervision”, is also improving and developing gradually. A routinized, standardized and informationized management system has basically taken shape.With the current situation of its counterparts both at home and abroad as background, the essay makes research of the equipment procurement and supervision management found out during the execution of Qinshan nuclear power phaseⅡand the Extension Project. Such pattern is on the way to maturity. In the essay, the model of“Group-reactor Management of Nuclear Power Projects by owners”is raised and the workflow is improved and optimized. Moreover, not only does the author establish the procedural system of equipment procurement and supervision management, but also identifies its ways. Having figured out the effective form for risk identification and the model of risk management plan, the research is applicable to the risk management of nuclear power equipment procurement and supervision. Meanwhile, the research also covers the workflow and method of Detailed Management as well as Group-reactor Management strategy.The essay attaches great importance to the method of equipment procurement and supervision execution. It offers effective solutions to lack of procedure, standard and information that this field is confronted with.
