【摘要】 农业投资项目的可行性研究对于规避农业项目的投资风险,提高项目综合效益,保证项目顺利开展具有重要的意义。本论文分别从主要参数指标和不同层面探讨了农业投资项目可行性研究的经济效益、社会效益和生态效益的评价方法。1.经济效益评价经济效益评价依据的参数包括国民经济评价参数和财务评价参数,主要研究各有关参数对农业投资项目的重要程度。分别设定静态评价指标和动态评价指标,并归为3大类,即时间性指标、价值性指标和比率性指标进行研究。2.社会效益评价社会评价则从国家层次、地区层次和项目层次进行探讨,分别根据3个不同层次确定项目社会评价的原则和内容以及不同的评价方法,从宏观角度和项目角度分别考察项目社会评价的各方面目的。其内容包括社会效益评价和社会影响评价,主要是分析农业项目建设对社会的贡献,以及对个人、组织和农村社区的影响,包括正影响和负影响。3.生态效益评价生态效益评价主要针对项目活动对生态系统的影响,从量的规定性方面分析农业项目对生态环境影响程度和生态效益大小的数量表现,从定性方面对项目进行长期考察,得出项目对生态环境影响的结果,总结出生态环境的变化影响人类生产和经济活动的规律,分析农业项目对生态和生产活动的影响趋势。更多还原

【Abstract】 The feasibility study on agricultural investment project is of importance to evade investment risks of agricultural project,increase comprehensive efficacy of the project and guarantee the successful operation of it.The paper explores the main parameter and related indicator of the feasibility study on agricultural investment project.1.Evaluating parameter and indicator of economic efficacyParameter of economic efficacy includes national economic evaluating parameter and financial evaluating parameter.It studies mainly on how important parameters to agricultural projects,static evaluating indicator and dynamic evaluating indicator are set respectively and are merged into 3 kinds-time index,value index and rate index to study2.Evaluation of social offcacyThe paper explores social evaluation project,ascertains the principle,content in 3 levels of nation,region and and different methods of social evaluation according to 3 different levels respectively and studies all kinds of goals of social evaluation from macroscopic angle and project angle.It includes social efficacy evaluation and social effect evaluation,mainly analysing the contribution of the agricultural project to the society,and the effect of agricultural project to individual,organization and rural community, including positive and negative effect.3.Evaluation of ecological efficacyStudy on the evaluation of ecological efficacy aims at the effect of project movement to ecological system.Through quantitative analysis,we study what degree agricultural projects affect ecological.Environment and the quantity representation of the ecological efficacy.Through qualitative analysis, we conduct long-term studies on projects to find the result of projects affecting environment.Then we arrive at the conclusion how changes of ecological environment affect human’s productive and economic movement and analyze the trend of agricultural project affecting ecological environment and productive movement.更多还原
