大型活动期间的交通管理策略与评价研究

【摘要】 随着市场经济活动的增多和人民物质文化生活水平的提升,城市中以大型文化体育活动、会展、商业促销活动等为代表的大型活动举行次数越来越多。在我国,除已经举办过的北京亚运会、昆明世博会、沈阳世界园艺博览会外,即将举办的有2008年北京奥运会、2010年上海世博会、2010年广州亚运会等,这些大型活动的举行对着眼于解决通勤、通学、公务等常规出行的城市交通系统提出了严峻的挑战。因此,如何保证大型活动期间交通畅通,并减少对日常交通的影响,是摆在交通管理者面前的一个亟待解决的难题,尤其随着一些具有国际重大影响的大型活动频繁举行,使这一问题的研究变得更加迫切。本文从大型活动的分类与特征分析、交通管理措施分析、交通管理规划、管理方案评价体系以及实例分析五方面系统地阐述了大型活动期间交通管理的主要内容与方法。首先,在总结国内外大型活动相关研究的基础上,本文对大型活动进行了分类,并从交通需求、交通流以及交通管理角度,分析了大型活动期间的交通特性。其次,结合国内外大型活动期间常用的交通管理措施,对其进行了适用性分析,并建立了相应的交通管理措施框架体系。再次,本文从站场规划、公交规划、VIP交通组织等方面对大型活动期间交通管理规划的内容进行了详细的阐述。最后,针对交通管理者制定出的大型活动期间交通管理方案,本文提出了一套评价体系,对交通管理方案进行了定量化分析,并以北京奥运会奥运公园中心区高峰日比赛为例,借助于仿真软件VISSIM,对评价方法进行了验证,结果表明,本文给出的交通管理方案较优。通过研究,本文为大型活动期间,系统、科学、合理地制定并实施大型活动交通管理方案提供了有效的技术支持,对未来举行相同类型的大型活动具有借鉴和指导意义。

【Abstract】 As the increasing of the market economic activities and the development of people’s material and cultural life, there will be more and more special events in cities, for example, sports activities, exhibitions, business and other promotional activities. In China, except for the Asian Games, Kunming Expo, and 2006 Shenyang International Horticultural Exposition which have been organized successfully, 2008 Beijing Olympics games, 2010 Shanghai Expo, and 2010 Guangzhou Asian Games will be held in the coming years. These special events will engender a great challenge to our daily traffic system on how to assure the traffic unblocked and reduce the impact on general traffic. That is a big problem to traffic authorities, especially for the events which have a great influence in home and abroad.This thesis explores the contents and methods of traffic management during special events. It includes five aspects: characteristics and categories analysis of special events, analysis of traffic management measures, traffic management planning, evaluation system, and case study. First, on the base of summarizing the related researches in special events at home and abroad, this thesis classifies special events and analyses the characteristics of special events in the perspective of traffic demand, traffic flow and traffic management. Second, after analyzing the measures of traffic organization, a framework of traffic management in special events is put forward. Third, the thesis discusses the contents of traffic management planning during special events in stop or station planning, public transit planning, VIP traffic management in detail. Finally, corresponding to the measures of traffic management defined by traffic authorities, this thesis brings forward a set of evaluation system. Based on this research, example of Olympic park during Beijing Olympic Games is applied with VISSIM simulation, the evaluation results show good effect of the traffic management plan proposed in the thesis. Through this study, the research in the thesis can provide a scientific and effective technical support for the systemic, scientific and rational decision-making on traffic management strategies, and have an important consult meaning and instruction meaning for the same style large special events in future.
