固网智能化的实现方式及改造方案研究

【摘要】 由于移动通和Internet的迅速发展,电信系统的固定网络业务受到了很大的冲击,为了可持续发展,顺应通信需求结构的变化,中国电信集团公司提出了从传统电信运营商向综合信息服务提供商转型的重大战略。固网智能化是战略转型中网络与技术转型的重要内容之一,是挖掘现有电话网潜力的重要技术举措。本文进行固网智能化改造方案的研究,选择合适的智能化改造组网方案,就是为了成功实施固定电话网络的改造。“固网智能化”就是为固定网络引入用户数据库(SDC)新网元和业务控制平台,交换机和SDC之间通过相关协议进行信息交互,实现用户数据查询,为用户提供多样化的增值服务。论文研究了软交换和SDC通信采用的主要通信协议MAP和MAP+协议,对固网智能化改造的三种基本组网方案:对端局完全访问SHLR(SDC)方式、TDM汇接局完全访问SHLR方式、及软交换汇接局完全访问SHLR方式的具体实现技术进行了深入研究,从网络改造难度、对今后多网融合的影响、网络建设成本及运行维护成本等方面比较了各组网方案的优劣。论文结合重庆电信交换网络的现状和特点,综合考虑网络改造难度和今后固话网络、PHS小灵通网络、3G网络的多网融合,选择新建软交换汇接局完全访问SHLR方案。对方案进行了比较详细的设计,并进一步研究了固网智能化改造组网方案中的几个关键问题:软交换汇接局与SHLR通信如何选择协议、物理号码的编码采用什么规则,及保证SHLR网元中用户数据一致性的方法等。固网智能化改造的割接方案也是网智能化改造方案的重要组成部分。论文将智能化改造的割接方案分为:割接准备、用户业务数据导入、话务割接和业务割接四个阶段,对割接步骤进行了设计,在保证固网智能化割接过程中基本不影响现网运行业务的情况下,完成网络改造,实现向智能化网络的平稳过渡。论文提出了最适合重庆电信的固网智能化改造的组网方案。

【Abstract】 The services of fixed network was impacted by the rapid development of mobile communication and Internet. In order to be sustainable development and comply with the change of communication demands, China Telecom Groups is implementing the revolution strategy changing from traditional telecommunication carriers to integrative information service provider. The intelligence of fixed network is one important contents of the network and technical reforming in strategic reforming, and an important technical action of excavation the existing telephone network potential. In order to implement the fixed telephone network transformation. this paper put emphasis on researching the intelligence reformation of fixed network, choosing the appropriate intelligence reformation plan for success.The core of fix network intelligence reformation is to bring new units-- Subscriber Data Center (SDC) and Service Control Platform (SCP) into fix network. The switch and SDC carry on the interactive information through the related protocols, realize to see about the user data and provide the various increment services for users. The main communication protocols of soft switch: MAP (Mobile Application part) and MAP+ (Predigestion of Mobile Application part) are discussed, three kinds of basic projects of network’s constitution for fix network’s reformation are studied, the advantage and disadvantage of the three kinds of basic projects are analyzed in this thesis from four aspects: the difficulty of network reformation, the influence of multi-network oasis in future, the network’s construction expense, the network’s operation and maintenance expense.Base on the actuality and characteristics of the switch network of Chongqing Telecom, thinking about the difficulty of network reformation, considering the oasis of network such as fix network, PHS network, the third generation mobile network in future, the project of network’s constitution for fix network’s reformation which most adapt to Chongqing Telecom is established. The project is designed detailedly, and the several important questions of the project in network’s constitutes for fix network’s reformation are more studied: the choice of communication protocol between soft switch system and SHLR, the coding rule of physical number, the method to insure the consistency of customer data in the process of network reformation.The operation project is one important part of fix network’s reformation. The project is partitioned several parts, such as the preparation of cutover, the input of operation data of user, the cutover of voice services and the cutover of services. Then the processes of cutover are designed. In order to guarantee the present business on network not be influenced in the process of network reformation, the reformation of network is achieved, and the calm transition of traditional switch network to intelligent network is realized. The best fixed network intelligence reformation solution for Chongqing Telecom is proposed in this thesis.
