电力客户现场管理系统设计及应用

【摘要】 目前电力负荷管理系统的发展已经到了第二代,即客户现场管理系统。系统建设以国网公司《电力负荷管理系统建设与运行管理办法》、《电力负荷管理系统功能规范》等一系列技术标准为标准,帮助电力企业适应电力营销精细化、集约化管理及购售电数据在及时性、完整性、准确性、可靠性方面的要求,实现电力营销管理过程的在线实时监控和管理结果的准确统计分析。本文以重庆电力公司客户现场管理系统的开发为依托,结合重庆电力营销的管理现状和发展要求,确定了电力营销客户现场管理系统建设的技术路线,即引入调度自动化系统技术平台和最佳业务实践,整合现有的电力负荷管理系统资源、电力营销管理系统资源、各类数据通信、网络信息资源,打造一流的为电力营销服务的数据采集和在线监控信息平台。本文研究了重庆电力公司客户现场管理系统的设计思想和通讯组网方法,并建立了一个客户现场管理系统的原型,包括系统框架的搭建、系统的层次结构、系统通讯组网方式、系统接口方式、系统的各个功能模块以及其实现的功能,着重介绍了系统如何结合重庆电力公司的实际来实现客户现场用电管理和所采用的用电管理技术。系统主要采用的技术有:基于三层结构的信息模型设计;分层结构,开放式通信平台、数据应用平台和实时监控平台设计;基于国家电网电力负荷管理系统数据传输规约的230MHz通信网设计;基于国家电网电力负荷管理系统通用技术条件的系统管理模块、负荷控制模块、远方抄表及数据采集模块、配变运行监控模块、线损统计和分析模块设计。本文所研究开发的客户现场管理系统已成功用于实际,取得了良好的运行效果,大大提高了重庆电力公司营销管理的现代化水平。

【Abstract】 Nowadays electric load management system has developed into the 2nd generation: customer on-site management system. The system construction is on the basis of serial technical standards of SGCC, such as "Construction and operation method of power load management system", "Functional criterion of electric load management system". It helps power enterprises adapt to precise marketing, intensive management and requirements of purchase& sales of electricity data on the aspects of timeliness, completeness, accuracy, reliability, so as to realize online & real-time monitoring of marketing management process and exactly statistical analysis of management results. In this paper, the technical routes of customer on-site management system of power marketing is confirmed based on development of customer on-site management system, meanwhile combined with Chongqing power marketing status and development requirements. That is, Dispatching automatic system technology platform and best business practice are introduced, and existing power load management system resources, power marketing management system resources, all types of data communication, network information resources and creation of first-class data acquisition and online control information platform are integrated.In this paper, the design concepts and communication network methods of customers on-site management system of Chongqing Power Company are studied and a prototype of customer on-site management system is established. It includes system framework structure, system level structure, system communication network method, system systems interface, each functional modules and the relevant functions. how to achieve customer on-site power management combined with actual situation of Chongqing Power Company and power comsuption management technology are mainly introduced. The system mainly uses following technologies: information model design based on three-level structure; delamination structure, open communication, data application and real-time monitoring platform design; 230 MHz communication network design based on Data Transmission Protocol of national power grid load management system; system management module, load control module, remote copy meter and data acquisition module, monitoring module for distributing and transforming operation, line loss statistics and analysis module design based on universal technique requirements of national power grid load management system. The customer on-site management system referred in this paper has already been successfully applied and also achieved perfect operating effects. It has greatly improved marketing management level of Chongqing Power Company.
