【摘要】 改革开放以来,中国经济无论是城市还是农村都得到了很大发展,但是城乡之间发展的幅度是不一样的。自从1985年我国改革的重点转移到城市以后,城乡之间的差距就呈现出扩大趋势,农村明显落后于城市,这制约了我国经济社会向前进一步发展,影响了社会的稳定。国家已经充分认识到农村和农民问题的重要性,鉴于此,国家提出了建设社会主义新农村的伟大构想,建设社会主义新农村也就成为当前我国乡村治理的主题。当前,国家治理乡村的手段主要是制定和执行一系列乡村治理政策,本文称之为政策介入。但是,国家的政策介入乡村并非一帆风顺,会受到各种因素的制约,特别是会遇到来自乡村社会的各种阻力,本文称之为条件拒斥。这些制约因素和阻力共同作用形成的条件拒斥极大地阻碍了乡村治理中国家政策的有效介入,不利于乡村治理的良性运行。本文从以上角度出发,以治理理论和公共政策理论为理论基础,借鉴了国外一些国家乡村治理的经验,从乡村治理中条件拒斥的作用路径和条件拒斥的基本内容两大方面分析了我国乡村治理中的制约因素和障碍所在。首先,主要是从政策制定过程、执行过程和目标群体三个方面来分析条件拒斥的作用路径;其次,主要是从经济层面、政治层面、文化层面、法制层面和其他层面(地理条件、人口结构)来分析来自乡村社会的条件拒斥的基本内容;最后,本文主要从完善乡村治理中的政策过程、整合乡村治理中的利益博弈主体、改善乡村大环境和条件以及其他方面提出了解除乡村治理中条件拒斥的基本对策。更多还原

【Abstract】 Chinese economy have been great development both in cities and rural areas since reform and opening up,but the range of development between urban and rural areas are different. The focus of Chinese reform shifted to cities in 1985, the gap between the urban and rural areas presented an obviously widening trend so that the rural areas lag behind the city, which has restricted the further development of Chinese economic society, and affected social stability. National fully understand the importance of the rural areas and peasants problem, in view of this, the state proposed a great concept that is building a new socialist countryside, which has become the theme of the current rural governance.At present, formulate and implementate a series of rural governance policies as a means of national govern rural areas, the paper called the policy intervention. The national policy intervention was not all smooth sailing to countryside, However, will be subject to various constraints. In particular, the rural community will be confronted with the numerous obstacles, the paper called the conditions for rejection. These constraints and resistance formed jointly rejected and greatly hindered the rural governance in the effective intervention of national policy, which impede the benign operation of rural governance.From the above all, it takes governing theory and common policy theory as rationale, and profited from the overseas some national rural governments experiences. Fundamental and content of condition rejectionin in rural governance,which two big aspects have analysed constraints and obstacles in our national rural governance. First of all, mainly from the policy-making process, the implementation process and the target groups to analyze the role of the condition rejection; Secondly, mainly from the economic level, the political level, the cultural level, the legal level and other levels (geographic conditions, population structure) to analyze the basic elements of the conditional rejection from the village community; Finally, this paper improve rural governance from the policy-making process, integrated rural governance in the interests of Gambling , improve the environment and conditions, as well as other aspects brought forward the fundamental countermeasure of relieving conditional rejection in the rural governance.更多还原
