非政府组织在振兴辽宁老工业基地中的作用研究

【摘要】 2003年，党中央、国务院本着促进各区域协调发展的思想，在新形势下提出调整、改造和振兴东北等老工业基地的任务。转瞬间，“东北老工业基地”成为国内外聚焦的焦点。自此，振兴东北地区等老工业基地，成为党中央、国务院从全面建设小康社会全局着眼，推动全国区域经济协调发展的一项重大战略决策。到现阶段，特别是我国加入WTO以后，辽宁老工业基地的改造和转型处在以调整重大利益关系为目标的攻坚阶段，并且已到了关键时期。为适应形势发展的需要，政府、企业、社会应共同担当起辽宁老工业基地发展的重任，发挥着各自的作用。然而，无论是政府还是企业(市场)都避免不了出现“失灵”现象，由此会给老工业基地的改造带来一定的障碍；由于非政府组织具有非营利的独特性质，以及善于创新、贴近弱势群体、承受风险、善于沟通和灵活调整等特有的职能优势，从而在解决一些特定的社会经济问题上，可以突破传统的行政管理体制与管理方法，促进国家与社会、政府与公民之间的友好合作。因此，在辽宁老工业基地的转型和振兴中，政府要以转换其职能为切入点，以宏观的规划者和协调者的身份来担当起振兴老工业基地的重任；而非政府组织也要以独立的姿态来配合和协调政府，积极地投入到老工业基地改造振兴的大业中。因此，本文立足于辽宁老工业基地改造的实际，借助相关非政府组织理论的分析，以及借鉴西方发达国家的成功经验，来充分探讨和研究非政府组织所应发挥出来的积极作用。为了对非政府组织在辽宁老工业基地改造中的作用研究更加深入和符合实际，本文主要采取理论研究与实证分析相结合、以实证为主的研究方法，通过将非政府组织的多中心理论、治理理论和政府失灵理论的理论分析与辽宁老工业基地和辽宁非政府组织实际相结合，并借鉴西方发达国家的成功经验，对非政府组织在振兴辽宁老工业基地中的作用进行规范分析与科学定位，并提出非政府组织在辽宁老工业基地改造中应发挥出的积极作用。本文主要包括五个部分。第一部分是绪论。主要介绍论文的研究背景、立论依据、研究方法和研究框架。第二部分是非政府组织的相关理论。主要是对西方非政府组织的多中心理论、治理理论和政府失灵理论进行综述和比较分析。第三部分是借鉴西方发达国家的成功经验，并总结出对辽宁老工业基地的启示。第四部分是根据辽宁省非政府组织的调查资料及全面核算资料对辽宁非政府组织的现状做出基本的判断和概括，并在此基础上分析辽宁非政府组织在老工业基地改造中所能发挥出来的潜力及其不足。第五部分是在前几部分研究成果的基础上，进一步挖掘出非政府组织在辽宁老工业基地改造中所应发挥的积极作用。更多还原

【Abstract】 In 2003, the CPC Central Committee and the State Council in the promotion of coordinated development of regional thinking in the new situation for adjustment, reform and revitalization of northeast China and other old industrial bases task. To this stage, especially after China’s accession to the WTO, the old industrial base of Liaoning in the transformation and restructuring of major interest to adjust for the objective of a critical stage, and also to a crucial period.To meet the needs of the development of the situation, the government, enterprises, and society should jointly undertake the development of the old industrial base of Liaoning the heavy responsibility of the respective roles to play. However, both the government enterprises (market) can not be avoided in a "failure" phenomenon, which will give the transformation of the old industrial base in a certain obstacles; As a non-profit NGO’s unique nature, and be good at innovation, and to the vulnerable groups, to take risks, be good at communication and flexible adjustment of the unique functions superiority, thereby solving some specific socio-economic problems, we can break through the traditional administrative system and management methods so that the state and society, and between the government and citizens of friendly cooperation. Therefore, in the old industrial base of Liaoning restructuring and revitalization, the government should have to start converting its functions to macroeconomic coordination of the planners and capacity to take on the revitalization of the old industrial base of mission; Liaoning NGO and also as an independent posture and coordination with the government to actively into the old industry Base in the great rejuvenation of the transformation. Therefore, in this paper based on reform of the old industrial base of Liaoning practical, relevant NGO with theoretical analysis, as well as draw on the successful experience of developed countries in the West, to fully explore and study by the NGO should play a positive role.To NGO Liaoning, an old industrial base in the role of a more in-depth study and realistic, the paper has mainly taken the theoretical research and empirical analysis and take the evidence-based research methods, by NGO’s multi-center theory, management theory and the theory of government failure analysis and the theory old industrial base of Liaoning and Liaoning NGO realities and also learn from the successful experience of developed western countries, the NGO in the revitalization of old industrial base of Liaoning regulate the role of scientific analysis and. positioning, and proposed NGO in the transformation of the old industrial base, Liaoning should play a positive role.This paper mainly includefive parts.The first part is the introduction. The main thesis on the research background, arguments based on research methods and research framework outlined.The second part of the non-governmental organizations related theories. The main thing is to the Western NGO multi-center theory, management theory and the theory of government failure and comparative analysis.The third part of the successful experience of developed western countries of reference, and summed up the old industrial base of Liaoning inspiration.The fourth part is based in Liaoning Province NGO survey data and comprehensive information on the accounting of Liaoning NGO status to make basic judgment and generalized, and based on this analysis Liaoning NGO in the transformation of old industrial bases in the best play and the potential shortage.The fifth part is the former part on the basis of research results, and futher NGO unearthed in Liaoning in transforming the old industrial bases should play a postitive role.更多还原
