军队院校生态校园建设初探

【副题名】以空军工程大学工程学院生态校园规划建设为例

【摘要】 把生态建设的普遍规律,运用于空军工程大学工程学院校园建设的个例中。根据“军队环境保护十一五规划”要求,结合空军工程大学工程学院的实际,探讨在生态文明建设大思路的指导下,统筹军队生态营区建设与大学生态校园建设两个方面,把节约能源资源和保护生态环境、培育循环经济和再生能源、控制污染物排放和改善环境质量等生态文明建设内容作为生态校园规划建设的重要方面;一改重建设轻环保、重前期投入轻使用成本、重豪华气派轻节能减排、重大拆大建轻循环利用等常见问题。以“物法自然,和谐共存”理念为指导总缆全局规划建设;通过“以污水治理、中水回用”为核心构建复合生态水系,以“林相更新、植被改造”为载体建设立体生态环境,以“人文景观、主题雕塑”为平台彰显复合特色文化,以“新型能源、废弃利用”为契入实现循环经济等综合生态手段,打破并融合现有生态校园建设中的景观园林设计型、环境友好技术型、生态化教育管理型的模式和界线;尊重自然、延续历史、崇尚科学、彰显人文、努力创新,着力突出“以人为本,因地制宜,系统和谐,环保节约,军校特色,持续发展”的原则,使军队院校校园通过本规划建设逐步达到功能人性化、内外和谐化、生物多样化、景观人文化、环境友好化、文化生态化、资源节约化、经济循环化、发展持续化。

【Abstract】 Constructing high-grade ecological campus in military universities is a practical action to implement scientific development view and build a resource-saving, environment-friendly, culture- ecological harmonious campus, which is an important significance to build a harmonious society, improve their overall educational standard and train the new high-quality military personnel. Now, the domestic research on this area is still very weak and short of theory guide to build the ecological campus with socialist military characteristics. Therefore, there is a practical significance to go deep into study in this area.This paper applied the universal law of ecological construction to the campus construction of the Air Force Engineering University Engineering College on the basis of the analysis of the basic characteristics of Campus construction at home and abroad. According to the requirement of the "the 11th Five-Year Plan on the military environmental protection", combined with the fact of the Air Force Engineering University School, under the guidance of the big ideas of ecological civilization construction, co-coordinating the ecological construction both the military barracks and the university campus, it’s took as an important aspect of the ecological campus programming construction to save energy resources, protect the ecological environment, cultivate a cyclical economy and renewable energy, controlling pollutant emissions, improve environmental quality and other ecological civilization contents by the use of the scientific development view. It’s corrected for common problems to attach importance to construction and to ignore environmental protection, to pay attention to pre-investment and to look upon to cost, to value luxury and to underestimate energy-saving and emission reduction, to stress demolishing and building in a large scale and to despise recycling. By comprehensive ecological means that the overall planning and construction is guided under the idea of "Law of Nature, harmonious coexistence," that the complex ecological water system is constructed through the core of "to wastewater treatment, reclaimed water reuse ", that the tridimensional ecological environment is built with the vector of "Forest update, vegetation transformation", that the composite characteristics culture is underlined by a platform of "humane landscape, theme sculpture", and that the cyclic economy is realized with the breakthrough point of "new type energy sources, waste utilization," the patterns and boundaries among the landscape garden design, environment-friendly technology, and ecological education management in the existing ecological campus construction are broke and integrated. To respect for nature, to continue history, to uphold science, to highlight the humane, to strive to innovate and to give prominence to the principle of " human-oriented, adjust measures to local conditions, the system harmony, environmental conservation saving, military characteristics, and sustained development", which make the campus achieve the function of humanization, the internal and external harmonization, biodiversity, landscape people culture, environmental friendly, culture eologicalization, resource economizing, economic cycling and sustained development through the planning and construction.
