【摘要】 近年来,我国的社会经济发展水平有了较大的提高,各项社会事业正逐步走向正轨,然而“三农”问题仍是制约我国现代化进程顺利实现的一大主要因素。党的十六届三中全会中指出:“三农”问题的解决,除了农业方面的努力,从根本上说,要从“三化”即工业化、城镇化、市场化找出路。农村城镇化作为其中一条有效的解决途径,已引起我国各级政府的高度重视,从中央到地方各级政府,都把加快城镇化发展纳入经济社会发展的规划中,并制定了一系列的政策措施。改革开放以来,我国的农村城镇建设有了一定的发展,然而由于特定的社会经济条件和历史原因,城镇化进程相对比较缓慢,在发展过程中还存在着不少问题。如发展地域差异大、空间布局不合理、筹集资金渠道单一、城镇建设质量差、配套设施不齐全等,城镇发展不能更好的起到连接大中城市与农村的桥梁纽带作用,难以实现其对农村地区的辐射带动作用,在一定程度上制约了农业、农村、农民问题的合理解决,影响了整个社会经济的正常发展。“生产发展、生活富裕、乡风文明、村容整洁、管理民主”,新农村建设的提出,为我国农村城镇发展提供了一个有利的契机,农村城镇发展与新农村建设互相交融、互相促进,以共同推进城乡统筹发展。本文通过回顾我国农村城镇发展的历程,分析了城镇发展缓慢的原因,在借鉴世界城市化发展的经验教训的基础上,认为我国的农村城镇建设应遵循以下几个原则:一是坚持统筹发展,合理规划;二是坚持以工业化为主要支撑,调整产业结构;三是坚持以市场调节为主,政府引导为辅;四是坚持适度规模与提高质量并重;五是坚持体制改革与制度创新。针对我国目前的农村城镇发展状况,笔者认为应在制定相关政策和推进具体工作措施两大方面促进城镇化发展。就相关政策的制定来看,主要有四个方面:一是要建立合理规划、协调城镇区域发展的制度体系;二是要建立和完善多元化的投资机制;三是要改革城镇土地利用与管理制度;四是要深化城镇户籍管理制度改革。就具体工作措施而言,主要包括五个方面:一是树立科学发展观,加深对农村城镇建设的认识;二是确定重点发展的小城镇,寻求城镇发展突破口;三是以大城市的经营理念,发展农村城镇;四是统筹城乡发展,强化规划管理;五是壮大乡镇企业,大力发展服务业。这五个具体工作措施,是按照工作的先后顺序依次排列的,对各级政府在促进城镇化发展中的工作开展,具有一定的指导意义。更多还原

【Abstract】 In recent years, our country had made a big progress in both social and economy development, however the "countryside, peasant, agriculture" problem still be a primary factor of restricting the whole country’s realization of modernization. The party’s 16 sessions of three CCP plenary conferences had pointed out, except the effort of agricultural aspect, we have to find out let in country’s industrialization,Urbanization,Marketability progress in fundamentally. The rural urbanization took effective key to the situation, has caused our country all levels governments highly to take, from as central as local all levels of governments, all speeds up the urbanization development to bring into line with in the plan which the economic society develops, and has formulated a series of policies measure.Since the adoption of reform and opening policies, the country’s construction of countryside had made some development. However as a result of the specific social economy condition and the historical reason, the progresses of urbanization is still slow, and have some problem too, just link the region difference is to big, the layout is not reasonable, the necessary facility is incomplete and so on. The urbanization can not play the role of a connection between city and countryside, and is difficulty to complete its countryside area radiation impetus function. This has restricted the agriculture, the countryside, the farmer’s question reasonable solution, and has affected the entire progress of social and economy development."The production is developed, the life is wealthy, the local custom is civilization, the village accommodates, the management democracy neatly "the new rural reconstruction’s proposing, has provided an advantageous turning point for our country countryside urbanization, the countryside urbanization and the new rural reconstruction mutually blends, mutually promotes, to advances the city and countryside overall plan development together. This article through reviews the whole way of our country’s countryside development, and analysis the reason of cities development’s slow. We suggest that our country’s urbanization should follow several principles: First, make a reasonable plan, Secondly, adjust industrial structure, Third, take the market regulation primarily, the government guides auxiliary, Fourth, give the moderate scale with enhances quality and quantity both due importance, Fifth, persists the organizational reform and the system innovation.In view of the statement of our country’s countryside development condition, the author suggests that we should promote in two big aspects: the cities development in the formulation correlation policy and the advancement concrete work measure. Looked on the correlation policy formulation that, mainly has four aspects: First, we establish a reasonable plan, coordinate the cities region development within the institutional framework, Second, we establish and consummate multiplex the investment mechanism, Third, we reform the cities land utilization and the control systems, Fourth, we deepen the cities household register control system reform. Speaking of works the measure specifically, mainly includes five aspects: First, we sets up science development view, deepens the countryside cities construction understanding; Second, we definite prioritize small cities, seek the cities to develop the breach; Third, we develops the countryside cities with a view of big city’s management, Fourth, we strengthened the management of planning. Fifth, we expands the rural enterprise, vigorously develops service industry. These five concrete work, is defers to the work successively the order in turn to arrange. These pieces of suggestion have certain instruction significance in every level of government’s work.更多还原
