【摘要】 随着我国工业化进程的发展,城市化进程的加快,大量农业用地被工商企业和城市基础设施征用,其中农村集体土地的征用导致大量农民失去了他们赖以生存的重要生产资料和生活来源——土地。我国每年有数百万农民失去土地。长期以来,我国许多地方一直延用的一次性发给土地补偿与安置补助费的补偿办法,给工商业和城市的健康协调发展留下了严重的隐患。对“土地换保障”这一新的被征地农民利益补偿与社会保障机制的研究与实践,为解决失地农民问题找到了新的出路。江苏省淮安经济开发区近年来在大开发、大发展的进程中,为保护被征地居民长远利益,保障被征地居民的基本生活,加快实施富民优先工程,构建和谐社会,根据省、市有关文件精神,借鉴外地先进经验,结合本区实际,制定了《淮安经济开发区被征地居民基本生活保障试行办法》。该办法实行了农民集体所有土地被国家征收后,依法给予被征地农民和农村集体经济组织补偿,并建立被征地居民基本生活保障制度,保障被征地居民基本生活。本文在考察淮安经济开发区被征地农民利益补偿与社会保障实施情况的基础上,评价了现行制度的优越性与不足。最后根据经济学相关理论,结合开发区经济工作的实践,提出进一步完善失地农民利益补偿与社会保障机制的建议。更多还原

【Abstract】 With the development of industrialization and speedup of urbanization in our country, many agricultural lands are confiscated by enterprise and infrastructure, especially the confiscatation on country collective land lead that many farmers loss the important growth material they rely on and source of life-land. There are millions of farmers losing land every year in our country. For long term, the compensation method which many places in our country always used to pay for the land and arrangement onetimes, left serious potential risk to the healthy and harmonious development between the enterprise and city. The research and practice on "exchanging guarantee with land" this new compensate for the farmers who were confiscated and social security system, find a new way to solve the problems for farmers who lost their land.These years in the proceeding of exploiture, for the purpose of protecting the long-term benefit for confiscated farmers, holding their basic life, speeding up the implement on the rich and priority project, building harmonious society, Jiangsu Huai’ an Economic Development Zone constitutes "The basic life guarantees trial method for confiscated farmers in Huai’ an Economic Development Zone" which based on the spirit of the relative files form province and municipality, referred to other areas advanced experience and combined with the local practice. This method give confiscated farmers and country’ s collective economy groups compensate legally after lands were confiscated by country, and build the basic life guarantees system to guaranteed the confiscated farmers’ basic life.This article gives opinions on advantage and disadvantage of the present systems on the base of researching confiscated farmer’ s benefit compensate and implement of social security in Huai’ an Economic Development Zone. Finally, according to the economics relative theory and combine with the Development Zone’ s practice, it put up forward how to perfect the confiscated farmer’ s benefit compensate and social security system through some new methods.更多还原
