【摘要】 公路建设项目在国民经济中占有重要地位,随着经济的不断发展,国家对公路建设项目建设的投入也在不断增大,对公路项目建设提出了更高的要求。目标是进行一切活动必须实现的宗旨,但在我国的公路建设项目中,对目标进行合理有效地评价还比较少。本文以公路建设项目目标评价指标的设计以及评价方法的构建为核心,结合有关目标评价的理论,总结了公路建设项目目标评价的指标体系,并采用综合评价方法—拟合三角模糊函数的模糊综合评价模型来评价,并加入成功度法来分析前因后果。有关评价指标的设计问题,本文利用逻辑框架法的逻辑框架,从公路建设项目的投入、产出、目的及宏观目标四个方面分析,并在咨询专家的基础上构建了一套公路建设项目目标评价指标体系。评价方法的选择上,本文尝试性地将模糊综合评价模型应用到公路建设项目目标评价中。通过层次分析法确定指标的权重,利用模糊综合评价法中的关联函数进行评判,以定量的等级表示目标的实现程度,并采用成功度法来进行原因-结果分析。最后,论文以模糊综合评价法为主线,将层次分析法、模糊综合评价法及成功度法结合起来,通过完整的案例分析具体化这一过程。科学合理的目标评价有利于建立以结果为导向的评价体系,总结项目经验教训,用以指导未来的管理活动,通过实践经验改善项目管理水平,促进公路建设项目品质的提高,更好地带动我国经济的高速发展。更多还原

【Abstract】 Road construction project occupies an important position in national economic field, and improves people’s living standard. With the development of economy, the input to the road construction is growing. Today with the rapid economic development, the benefits of road construction project become especially crucial. Aims are necessary to all action, but in Chinese highway construction projects, rarely evaluate objective effectively.This paper focuses on establishing the index and measures to the road construction project evaluation. Based on the large amount of foreign and domestic information and the analysis of current theory and models, the project evaluation theory was studied and summarized. Then it sums up the index system of road construction project. Furthermore, the paper evaluates the index with Fuzzy Comprehensive Evaluation Model.For the design of index, the paper using the logical framework of the Logical Framework Approach, the paper analyses the inputs, outputs, objectives and targets of the road construction project. Then the paper sets up a practically and dynamic index system based on experts’consultation. On the choice of evaluating method, the paper tries to apply the Fuzzy Comprehensive Evaluation Model to evaluate the objective of road construction. The index weights are identified by Analytic Hierarchy Process (AHP); the road construction project is assessed by the relational function of the Fuzzy Comprehensive Evaluation Model. The result of evaluation could be denoted by the quantitative grade, which greatly avoids the errors resulted from the subjective assessment of the professors, making convenient to standardize evaluation by computer.Finally, this paper integrates the Fuzzy Comprehensive Evaluation Model and the AHP, and then specifies the process by a case. A suitable objective evaluation is good for establishing a results-oriented evaluation system, sum up the project lessons to guide future managemet. It also can stimulate the improvement of road construction project’s quality, and advance economic development in China.更多还原
