【摘要】 当前，在我国已加入世贸组织与国际经济逐渐溶为一体的大气候下，全国各地从沿海到内地又掀起了进一步扩大对外开放、大力吸引外商投资的新浪潮。这种热潮的落实和实现，无不依赖于一个良好的投资环境。投资环境影响和决定着投资运行的各个方面，诸如投资动机、投资生成、投资形式、投资行为、投资结构、投资收益、投资决策及投资目标等等。正如现实经济活动中的投资活动存在种种差异一样，特定条件下的投资环境也是不一样的。因此，对于作为投资主体的外商来说，必然要详细了解被投资地区的投资环境，只有在对资金投入的各种不确定环境有了充分的分析和确切评估之后，才能作出投资与否的最终决策。同理，由于外资在一国或一地区的发展中占据着愈来愈重要的作用，被投资地区都在积极改善投资环境，有针对性地依据外资流动的特点和本地区的产业政策，造就适宜的吸引外资的环境，投资环境便成为影响该地区社会经济发展的关键性战略决策问题。本文在参考了大量文献与收集了相关数据后，详细分析了构成外商投资环境的主要因素，并用系统分析的方法，构建了用于评价地区外商投资环境的指标体系。以海南省为例，就目前情况下该地区的投资环境进行综合性分析、研究和评价，从而提供一种有效评价该地区外商投资环境状况的方法，为外商投资决策，特别是被投资地区如何改善外商投资环境，加大招商引资力度，促进地区经济发展提供帮助。更多还原

【Abstract】 Now china is a member of WTO and the international economy is going tooinosculated together. A tide of extending open-policy and attracting moreinvestment is surging all around China. Making the activity realization depends ona good investment environment. Investment environment affect and decide theevery side of investment function, for example investment motivation, investmentcreate, investment format, investment behavior, investment frame, investmentyield, investment decision-making, investment aim ect. Because the investmentactivity has much difference in the practical economic activities, investmentenvironment also has the same instance. Hereby it is much necessary that theinvestor as the main body of this investment should know the local investmentenvironment very well. The last investment decision-making depends on thesatisfying analysis and accurate evaluation which has been done by the investoron each kind of uncertaint environment. Simirally, owning to the FDI hold moreand more important function in a country or an area development, all thegovernments are to try their best to improve the local investment environment, tobring up the fitting environment attracting investor. Then investment environmenthas become the key stratagem decision-making for the local society economydevelopment.After consulted a great deal of literature and collections of the related data, this thesis detailedly analyzed the main factor of FDI investment environment, adopted the method of qualitative analysis and quantitative analysis, roundly bulided up evaluate index system for the FDI investment environment. This thesis also takes HaiNan province as the target place to carry out general analyses and evaluation. Thereby, the thesis supply an effective evaluate index system for the local FDI environment, the system is not only good for the investor , but especially good for the local government to improve and strengthen the local FDI, lastly it can afford some help to the local economy development.更多还原
