四川县级人才市场发展研究

【摘要】 得人才则兴,失人才则衰。大量的例证表明,人才是发达国家经济、科技巨大发展的诀窍之一。在经济全球化和一体化的今天,人才更以不可替代的发展趋势跃居为国家和地区发展的第一战略资源。四川省是中国西部大省,经济发展水平落后于东部发达地区,因而人才对四川的发展更是至关重要。要盘活现有人才资源,开发新的人才资源,就必须牢牢抓住人才市场这个重要阵地。四川省县级人才市场作全省人才市场的重要组成部分,其发展和建设步伐已经落后于当地经济发展步伐。因此,解读其发展瓶颈,研究适宜的发展道路具有重要的现实意义。县级人才市场担负着地方人才队伍建设和人才资源配置的重要任务,但是随着人才市场的发展,县级人才市场的公益性服务职能却由于政府投入不足,认识不到位等原因,有了逐步弱化的倾向,很多地方基本上是人事代理一枝独秀。为了准确定位四川省县级人才市场的发展方向,本文从人才市场理论到实践进行了详细论述。论文首先从人才与人才市场理论入手,分析了人才在不同历史时期,不同背景下的不同含义,介绍了人才市场的作用机制以及人才市场的人才开发、人才配置、人才管理、人才评价、人才信息供给传输功能等主要功能。然后,从全国、四川省人才市场发展历程及特点出发,逐步落脚到四川省县级人才市场发展现状、特点,并分析存在的问题。最后,从国外人才市场发展启示、县级人才市场发展应遵循的基本原则两方面来论证和寻求解决对策。作者认为,四川省县级人才市场的发展应该以公益性职能为主,成立人才市场与劳动力市场贯通的人力资源大市场,将工作重心转移到公益性职能上来,对公共服务实行全免费服务。另一方面,鼓励培育民营人才中介组织健康发展,活跃区域人才市场。

【Abstract】 Talented people is very important for society. In many cases, talented people is the key impulse of the economic prosperity and technical development in developed countries. Today, economy tends to be global and becomes an organic part of society, so talented people become the first strategic resource of the country and area development with no doubt. Sichuan Province is a big province of Western China, the economic level is lower than Eastern developed area, so talented people is more importan to Sichuan Province. If we want to active the existed talented people and find new people, we have to be sticky to talented people market. The county talented people market is the most important part of Sichuan Province, its development and construction is far beyond the local economic devolopment. So, understanding the development bottleneck, doing reasearch in its development is more than reality.The County talent market assume responsibility for allocation of human resources and the building of talent troop. But with the development of County talent market , there is a gradual weakening of the social service function. It is due to insufficient government investment, for the understanding is not in place and some other reasons. In order to accurately position the development direction of Sichuan county talent market, the paper has discoursed it from the theory to practice in detail. First, the paper analyzes the meaning of Talented people beneath different background, introduce the run mechanism of market. The main function of talent market, such as cultivating and training, distribution, administration, evaluation and information transmission. Then, it started from the National and Sichuan development of the talent market in history and characteristics, gradually settled to the state-of-the-art, characteristics and problems of Sichuan county talent market. Finally, we study and seek solutions from the revelations of experience abroad and from two basic principles must be followed in county level.I think that Sichuan county talent maket should be the main function of social service , establishment of the talent market and the labor market -- through human resources market, shift the focus of work to nonprofit functions, on the whole public free services. On the other hand, encourage private talent nurturing healthy development of intermediary organizations, activate regional talent market.
