基于GIS的城镇定级估价和网格地价模型的探讨与分析

【摘要】 城镇定级估价是土地资源管理的一个重要组成部分。通过城镇土地定级和基准地价更新可以保证国家土地所有权在经济上的实现以及利用经济手段强化土地资产管理,可以促进土地使用制度改革,有偿出让、转让国有土地所有权,加强国家对土地市场的管理,促进正常交易,从而为全面、科学、合理地使用城镇土地提供依据。本文依托于合肥市2007年城镇土地定级估价项目,首先分析了课题的国内外研究现状,探讨了与城镇定级、基准地价更新以及网格地价模型分析相关的若干关键技术,包括土地估价理论、地理信息系统技术、神经网络BP算法建模等。在城镇定级中,我们讨论了城镇土地定级的工作步骤、因素体系的建立、因素资料的整理和量化等,然后利用GIS软件对定级进行了详细的计算,最后给出了定级成果。基准地价中我们着重讨论了样点地价计算和修正的常用方法,利用样点地价平均值法和因素比较法对基准地价进行了求解和分析。网格地价是本文的创新点,也是本文着重讨论的内容,对网格地价的概念、特点、意义进行了阐述,并利用回归模型和神经网络BP模型对网格地价进行了测算和分析。最后总结论文,并提出若干后续研究建议。

【Abstract】 The town land classification and price evaluation is an important constituent of the land resource management. Through the town land classification and datum soil-rent value renewal may guarantee the country land ownership in the economical realization as well as the use economical method strengthening land property management, may promote the land using system reform, paid sells, transfer state-owned land property rights, strengthen the country to the land market management, promote normal transaction, thus provide the basis for using the city land comprehensive, scientific, reasonably.This article depends on the town land classification and land price evaluation project of Hefei in 2007, first analyzes the domestic and foreign research present situation of this topic, discusses certain essential technologies related to the town land established grades, the datum soil-rent value renewal with the cities as well as the grid soil-rent value model analysis, including land appraisal theory, GIS technology, artificial neural network algorithm of BP and so on. In the town land classification, we discuss the work steps, the factor system establishment, the factor material reorganization and the quantification of the town land classification and so on, then using GIS software to carry on the detailed computation for the established grades, finally produce the achievement of the established grades. In the datum soil-rent value we emphatically discuss the common methods of the sample spot soil-rent value computation and the revision, carry on the solution and the analysis for the datum soil-rent value using the sample spot soil-rent mean value and the factor comparison test. The grid soil-rent value is the innovation spot of this article, also is the content which this article emphatically discusses, expatiate the grid soil-rent value concept, the characteristic and the significance, and carry on the grid soil-rent value which has surveyed with the analysis using the return model and the nerve network BP model. Finally summarize this paper, and put forward certain following research proposals
