沈阳网通本地网智能化改造方案

【摘要】 为了适应中国网通向“宽带通信和多媒体服务提供商”转型的需要,沈阳网通从2005年5月开始,启动固网智能化改造项目,为了确保该项目的有序实施,有效地论证、制定各种适合沈阳网通实际情况的组网方案和技术方式,市公司专门成立了网络智能化技术改造小组、业务小组和后勤保障三个小组。我作为固网智能化技术改造小组成员参与了从设备选型、技术方案论证、设备调测到网络割接的全过程,并围绕着技术方案的选定、端局上移业务内容以及小灵通网络融合等重点问题与小组其他成员开展了充分的研讨和论证,最终选择了华为公司作为沈阳网络智能化改造项目的设备提供商,并确定了以软交换为主的改造方案。在市内新建一对软交换设备兼做SSP(Service Switch Point业务交换点)局,实现新的增值业务触发,设置4个通用媒体网关UMG(Universal Media Gateway),用于实现对现有PSTN端局用户的接入,达到网络智能化的目的。本论文结合沈阳网通固网智能化实际改造工作,介绍了网络智能化技术理论、实现网络智能化改造的三种方式以及网络智能化与下一代网络的关系等内容,并重点阐述了沈阳网通进行网络智能化建设的重要性和必要性,结合沈阳网通现有通信网络的实际情况拟定了沈阳网通智能化设计方案,并论证了其可行性。目前沈阳网通网络智能化改造项目业务割接工作已经完成,并推出了固网悦铃、移机不改号、预付费等部分新业务,为沈阳网通继续巩固主导运营商地位提供了有力的技术业务保障。

【Abstract】 The competition in China’s telecommunications market is becoming increasingly fierce and bitter. The traditional fixed telephone service market faced huge impacts coming from the mobile communication, IP voice communication service and so on. Simultaneously the fixed telephone network has the questions such as entire network exchange type is in overabundance at present, the equipments is getting worn out, the network architecture is not clear, service support ability is weak and so on.. Under this stern situation, fixed network operation enterprises have no choice but reforming their business style. Reforming is not only the choice, but a strategy.“The network intellectualization”is the network foundation of the telecommunication reforming. It is the key step for the reform and is the inevitable choice for telecommunication operation enterprise to carry on the network construction. It is also an inevitable way that the fixed network has to take.1. Intellectualized Network TechniqueThe realization of the fixed network intellectualization is through the close combination between exchanging equipments and intelligent network system. It makes the best of the intelligent network with the idea of "call and call controls separates”, avoids the technical bottleneck romp existing in current commutation equipment and realizes the intellectualized working of the exchanging network. Under the premise that all the control program of original switchboard will be maintained, more new services are provided for the customers.There are three schemes for the reconstruction of the intellectualization network:(1)“Tandem terminal Bureau +agents visit SDC”scheme.After introducing SDC to the PSTN network, SDC as a new network element exchange with SSP and each switchboard through extending ISUP.(2) "TDM Tandem visit SDC in full" scheme.All the calls are connected through the connecting bureau. The connection bureau looks up SDC and gets the calling and called inquiry number or their service access code, then carrying out the following business or trigger successor.(3) "Soft Switch Tandem visit SDC in full" scheme.All telephone traffic is on the program Regulation of Tandem Soft switch and other processes are the same with the program "in full TDM Tandem visit SDC"2. Shenyang Netcom fixed network intelligent design(1) Construction SchemeAccording to the current status, service and network condition of Shenyang Netcom fixed network .Shenyang Netcom will choose to transform intelligent network Soft Switch-based scheme as its first choice. Build a pair of soft switch equipment as SSP Bureau SS/SSP. Realize triggering a new value-added business. Universal Media Gateway UMG four were set up for the realization of End users access to the existing PSTN. In this way intelligent network is achieved. With development of the networks, cancel the entire network TDM network and realize the local network NGN, providing rich video and multimedia services.(2) Network StructureThrough deployment of a pair of SS/SSP, Shenyang Netcom realized mutual backup. The Signaling flow of the SS/SSP point, SDC, SG, MRS and UMG within the same Bureau is accessed to two 3-layer switches S3528. Two S3528 was connected with AR through GE interface and realize the abundance backup of equipments and the links. For MRS, its media flow is accessed to anther two three- layer S3528 through FE and then accessed to AR through switchboard.For the UMG installed in the same room with soft switch SS/SSP, that is to say, TG26 and TG59 bureau and its signaling and media flow are connected with AR through different interface, signaling is accessed to AR though FE interface and SS/SSP sharing a pair of three-layer switchboard S3528.For independent UMG, TG480 and TG684 bureau and their signaling was accessed to AR through FE interface with the 3-layer switchboard S3528. Media flow was accessed to AR through GE interface.For network monitor flow, equipment was connected with the special switchboard S2403 through a separate network monitor interface and was connected network monitor network throughout the province through DCN network.(3)Route OrganizationLocal Calling Routing Organizations: Calling terminal - Local SG - Soft exchange– SDC - Soft exchange - Local SG - Called Terminal.Long-distance Calling Routing Organizations: Calling terminal bureau-Calling soft switch - Calling SG - Calling long distance bureau - Calling to LSTP - HSTP- Called to LSTP - Called to the Board a long-Called to LSTP - Called to the SG - Called to the SS - Called to the regional SDC - Called to the SG - Called to LSTP- Called Terminal.Different networks Calling Routing Organizations: Calling to terminal bureau - Calling to SG - Soft Switch - SDC- Soft Switch - Calling to SG– Gateway.(4) Speech Network SchemeShenyang Netcom built four sets of new Universal Media Gateway UMG. In order to make full use of current resources and ensure the minimum rebuilt work for the transmission network cut, four sets of UMG were chosen to be accessed to the original Tandem Bureau site, and be installed at different physical Bureau. a) No difference was made in the whole network. Four sets of UMG and the entire PSTN terminal bureau within the local network were set to the routers. Dredge the users’calls over the local network and cancel the direct circuits between the original terminal-Bureau. Set the direct circuits with four Gateway Bureaus. Set direct routers with three Long-distance Bureaus and dredge the inner-province, inter-province and international long-distance call services. Set direct routers with the provincial net in order to ensure triggering original smart business.b) Set bridge relay for four sets of UMG and the connection bureau in the local net in order to ensure the calling traffic of the users who have not connected with the UMG during the cut.c) Set the direct router between three TG and four sets of UMG, in order to dredge the voice service for the PHS users.d) Achieve the full coverage of PSTN and PHS over the whole net through four sets of UMG. All inter-terminal and terminal Council has called on the Bureau of Internal UMG, and then the calling and called inquiring the SDC through SS/SSP.3. The new service on intelligent networkNumber Portability (NP): Making use of the strong storage volume of the SDC users’database, provide NP service at the connection sites. Through intelligent network transformation, logical number becomes the special number for labeling the users in local net. No matter how the relocation of users in the local network, the logical number always remains unchanged. For the end users, it realizes the Number Portable service. The physical numbers of users in the local network will change with the relocation of the users in local net. However, this process of change is in terms of transparency for the end-user4. The evolution to the next generation network.Shenyang Netcom passes this network intellectualization transformation choice by the soft exchange as the primarily transformation plan which has fully considered the request of NGN smooth evolution. Since the large number of the end bureaus, the large quantity of network transformation, high cost of the transformation, meanwhile, the transition ability of some old equipment to AG equipments, therefore, it will become unrealistic for Shenyang Netcom to realize the complete NGN at the terminal Bureau level. So part of bureaus will carry out NGN in this transformation. This step can reduce costs and workload, furthermore, the data management and the service provision for the terminal bureaus can be realized through the unified soft switch support in this process.Initially, we take Soft Switch as the supplement optimization of PSTN. Take the new built buildings and business buildings and group clients as the cut-in point. Build the small scale NGN business test network through superpose net and gradually replace or enlarge the volume through the soft switch for the regions in condition of the insufficient volume of the switchboard or the aging of the equipments. In the same time, realize the mutual response between soft switch and the current PSTN/IN and gradually transited the PSTN network to the next generation network.
