【摘要】 在国际上,从第一个总承包企业诞生算起,工程总承包已经有一百多年的发展历史。在我国,从建设部施工管理司在施工管理体制改革中第一次提出总承包概念开始,也已有二十多年的发展过程。工程总承包在国际上已经发展成为一种相当成熟的承发包方式,产生了一大批资金实力都很雄厚的大型总承包企业,在国际工程舞台上发挥着巨大的作用。工程总承包在国内开展以来,在政府和行业协会的政策支持和大力引导下,也取得了很大的成就。但工程总承包在我国仍处于实践和发展阶段,不论是开展工程总承包的外部环境还是总承包企业内部的管理状况都不容乐观,亟待改善。本文以中设公司为例,分析了我国工程总承包类企业所面临的内外部环境,剖析了该类公司目前存在的共性问题,运用SWOT方法,创造性的提出以建设工程总承包能力为核心的公司国际化战略。文中围绕中设公司国际化战略的核心问题展开研究,提出并具体分析了六个需要完善的方面:“确立公司战略、创新项目管理、探索银企合作、完善风险控制、推进人才战略、完善国家政策”。更多还原

【Abstract】 It has been over one hundred years since the birth of the first general contractor in the world. And in China we already have more than twenty years experience in this field since this concept was firstly raised by the Department of Construction Management of the Ministry of Construction, P.R.C.. Now general contract has become a worldwide mature operation mode with a large number of first-class general contractors, who are playing an important role in the field of international engineering.With the strong policy support and guide from the government and the industry association, engineering and general contract has made much achievement in China since the very beginning. However it is still in the exploring and developing phase. And more improvements are expected not only in building up a sound environment for engineering and general contractors but also in optimizing the inner management system in the enterprise.With the example of CMEC, this article analyzes the outside and inner environment of engineering and general contractors in China as well as the common problems which these enterprises are currently facing, and then creatively gives a proposal on building up an internationalization strategy with a core concept of strengthening engineering contracting capability by SWOT method. Moreover, six measures“establishing corporation strategy, creating project management, exploring in the cooperation between bank and enterprise, improving risk management, advocating talent strategy, optimizing state policy”are designed and described in this article especially for implementing the internationalization strategy in CMEC.更多还原
